City Council Meeting Minutes August 21,2018 <br /> Saturday's in downtown.The merchants at the Farmer's Markets obey the <br /> State laws, remain sanitary, but the problem is permits to sell at the farmers <br /> market.There are different permit types such as A,B,C and some just do not <br /> fit into any category. If someone is selling whole foods, he would like an <br /> exemption, but he suggests coming up with a permit and permit fee that would <br /> allow one permit to cover everyone at the Farmer's Marker and then the <br /> organization could write a check. <br /> Camille Phillips,spoke of her concerns with the Lindsey Hill project and <br /> flooding on that property.Ms. Phillips stated there is currently 55% <br /> impervious cover and 45% non impervious cover.If this land is paved where <br /> the water will go? She asked that the project have very stringent storm water <br /> regulations. <br /> LeAnne Smith,thanked the Council for their service and thanked her <br /> neighbors and friends that have come as well. She stated that she is for <br /> development, but not for the sake of development that could be a detriment. <br /> The City of San Marcos should not proceed without a comprehensive study of <br /> the environmental Impacts. She lives in the Historic District and that this is not <br /> reasonable or responsible. She stated that she loves where she lives and she <br /> loves her neighbors.Just because it is possible doesn't mean it is desirable,just <br /> because you can doesn't mean you should. <br /> Carl Furry,addressed the Council regarding the Lindsey Hill Project and he <br /> voiced his general support for the project and asked that the Council and his <br /> Neighbors look at this with an open mind.This would be a residence for <br /> townies and not gownies,a residential development that is not focused on <br /> students. These would be deed restricted and he believes Condos will be <br /> attractive to older San Marcos residents that don't want to keep up with a <br /> stand alone home. He believes the only options for this property is Lindsey <br /> Hill,something else entirely,or student housing. He stated this defies logic that <br /> Texas State wouldn't purchase this project.He supports this project because it <br /> would be a community asset and other options are far less desirable. <br /> James Baker,addressed the Council regarding the Lindsey Hill Project. He <br /> stated that we should not be afraid of the University buying this project, he <br /> believes they are responsible stewards of the property they utilize. He said that <br /> this project has been approved as an Amended PDD,which he believes is an <br /> oxymoron. He described the PSA and zoning project has changed to a high <br /> intensity growth area and this tends to be where we put large student housing. <br /> Developers get the change and they will likely sell the property then the owner <br /> City of San Marcos Page 2 <br />
