snN $7niico <br />City of San Marcos CDBG-DR Program <br />Action Plan <br />Q <br />Substantial Amendment #7 <br />Public Notice <br />During the comment period, requests for comments to Substantial Amendment No. 7 to the <br />CDBG-DR Action Plan were requested from the public via the following methods: <br />• A legal notice in Spanish and a legal notice in English requesting comments to <br />Substantial Amendment No. 7 to the CDBG-DR Action Plan were posted to the <br />www, smtxfloodrecovery. corn website August 3, 2018. <br />• A legal notice in Spanish and a legal notice in English requesting comments to <br />Substantial Amendment No. 7 to the CDBG-DR Action Plan were published in the San <br />Marcos Daily Record newspaper August 5, 2018. <br />Public Hearing <br />A public hearing was held September 4, 2018 during the City Council meeting to address <br />comments concerning Substantial Amendment No. 7 to the CDBG-DR Action Plan. <br />Comments Received <br />During the City Council meeting on September 4, 2018, three residents commented in favor of <br />the Substantial Amendment. Before the City Council meeting, three letters were received by the <br />City in favor of Substantial Amendment No. 7. <br />City Council Approval <br />The City Council approved Substantial Amendment No. 7 to the CDBG-DR Action Plan during <br />the City Council meeting September 4, 2018. <br />Content being added, changed, or amended by this document: <br />1. Housing Activities <br />The City of San Marcos was awarded $33,794,000 to address the impact of the floods of <br />2015. The San Marcos Public Housing Authority has requested reimbursement of <br />$864,987 for repairs made to public housing units after the 2015 floods. Currently, the <br />Action Plan does not allow for reimbursement of funds or for funds to be allocated to the <br />San Marcos Public Housing Authority. The proposed Substantial Amendment No. 7 to the <br />CDBG-DR Action Plan will allow for reimbursement of 2015 flood -related eligible CDBG- <br />DR funds to the San Marcos Public Housing Authority. The budget for the Rental <br />Rehab/Reconstruction Activity will be reduced by $864,987 and the Public Housing <br />Authority Reimbursement Activity will be funded $864,987. No rental rehabilitation or <br />reconstruction applications have been approved, so currently the Rental Rehabilitation <br />and Reconstruction Activity has sufficient funds to reimburse the San Marcos Housing <br />Authority for CDBG-DR eligible flood -related expenses in the amount of $864,987. <br />The following tables show the actual cost of flood -related repairs for 96 units of housing, <br />the funding received from other sources to pay for the repairs and the amount of funds <br />expended by the Public Housing Authority. The last table in section 1 shows the <br />calculation used to determine the amount of funding requested by the Public Housing <br />Authority for reimbursement. <br />
