snN $7niico City of San Marcos CDBG-DR Program Action Plan Q Substantial Amendment #7 Public Notice During the comment period, requests for comments to Substantial Amendment No. 7 to the CDBG-DR Action Plan were requested from the public via the following methods: • A legal notice in Spanish and a legal notice in English requesting comments to Substantial Amendment No. 7 to the CDBG-DR Action Plan were posted to the www, smtxfloodrecovery. corn website August 3, 2018. • A legal notice in Spanish and a legal notice in English requesting comments to Substantial Amendment No. 7 to the CDBG-DR Action Plan were published in the San Marcos Daily Record newspaper August 5, 2018. Public Hearing A public hearing was held September 4, 2018 during the City Council meeting to address comments concerning Substantial Amendment No. 7 to the CDBG-DR Action Plan. Comments Received During the City Council meeting on September 4, 2018, three residents commented in favor of the Substantial Amendment. Before the City Council meeting, three letters were received by the City in favor of Substantial Amendment No. 7. City Council Approval The City Council approved Substantial Amendment No. 7 to the CDBG-DR Action Plan during the City Council meeting September 4, 2018. Content being added, changed, or amended by this document: 1. Housing Activities The City of San Marcos was awarded $33,794,000 to address the impact of the floods of 2015. The San Marcos Public Housing Authority has requested reimbursement of $864,987 for repairs made to public housing units after the 2015 floods. Currently, the Action Plan does not allow for reimbursement of funds or for funds to be allocated to the San Marcos Public Housing Authority. The proposed Substantial Amendment No. 7 to the CDBG-DR Action Plan will allow for reimbursement of 2015 flood -related eligible CDBG- DR funds to the San Marcos Public Housing Authority. The budget for the Rental Rehab/Reconstruction Activity will be reduced by $864,987 and the Public Housing Authority Reimbursement Activity will be funded $864,987. No rental rehabilitation or reconstruction applications have been approved, so currently the Rental Rehabilitation and Reconstruction Activity has sufficient funds to reimburse the San Marcos Housing Authority for CDBG-DR eligible flood -related expenses in the amount of $864,987. The following tables show the actual cost of flood -related repairs for 96 units of housing, the funding received from other sources to pay for the repairs and the amount of funds expended by the Public Housing Authority. The last table in section 1 shows the calculation used to determine the amount of funding requested by the Public Housing Authority for reimbursement.
