City Council Meeting Minutes September 18, 2018 <br />In FY2017, only 18 percent of the dogs and 9 percent of the cats were adopted <br />from the shelter. That's a significantly lower number than those killed. That's <br />why I volunteer. A quality photograph can quite literally mean the difference <br />between life and death for a shelter animal. Photos that capture an animal's <br />personality create an instant connection with the viewer and often those <br />connections result in adoptions. <br />If, as the shelter's new mission states, is truly to "care for, protect and find <br />quality homes for abandoned and neglected animals," wouldn't denying me <br />the opportunity to offer my photography skills to the shelter for free, be in <br />direct opposition to their mission? <br />Join me and be a voice for the animals. As city council members, please use <br />your power to help put an end to the shelter staff's obstructionism and help <br />save lives. Thank you." <br />ACTION FOLLOWING EXECUTIVE SESSION <br />1. Consider action, by motion, or provide direction to Staff regarding the following Executive <br />Session item in accordance with Section §551.087 of the Texas Government Code: <br />Economic Development - to receive a briefing and deliberate regarding the potential offer <br />of Economic Development Incentives to Project World Series; and in accordance with <br />Section §551.074 of the Texas Government Code: Personnel Matters - to receive a <br />briefing and deliberate regarding the Municipal Court Judges' Contracts, which took <br />place during the September 18, 2018 Work Session at 3:OOPM. <br />City Council met in Executive Session during the September 18, 2018 Work <br />Session to discuss the potential offer of Economic Development Incentives to <br />Project World Series and to discuss the Municipal Court Judges' Contracts. <br />A motion was made by Mayor Thomaides, seconded by Deputy Mayor Pro <br />Tem Gregson, to authorize the City Manager to execute a Memorandum of <br />Understanding between the City of San Marcos, San Marcos Baseball <br />Investments, LLC, and Pursuant Ventures Development, LLC, that provides <br />for the design, construction, and operation of an outdoor sports and recreation <br />facility and baseball training facility near Centerpoint Road and Interstate 35 <br />in San Marcos, for the purpose of generating substantial economic impact <br />through hotel occupancy and sales tax revenue, and fulfilling the City's need <br />for a high-quality sports and recreation venue for the youth of our community. <br />The motion carried by the following vote: <br />For: 7 - Mayor Pro Tem Prewil Council Member Gonzales, Deputy Mayor Pro Tem <br />Gregson Council Member Derrick, Council Member Hughson, Mayor Thomaides <br />and Council Member Mihalkanm <br />Clry oBan Martaa P., 5 <br />
