2. <br />Regular Meeting February 9; 1998 Page 2 <br />Buddy Martin, Carl Contreras, Joe Kenworthy, Danny Butler, Gloria Salazar and Larry DuPont <br />received the majority votes. <br />Mayor Moore introduced a presentation from the Historic Preservation Commission regarding <br />potential expansion of Historic Preservation District boundaries. Ron Patterson, Planning <br />Director, explained the City Certified Local Government Grants, funded through the Texas <br />Historic Preservation Commission, funded surveys to help identify historically and culturally <br />significant areas developed prior to 1950. He stated the HPC Commission has studied the <br />Dunbar and Guadalupe Neighborhoods as well as Hopkins, Burleson and Moore Streets. He <br />recommended the Council study the ideas and stated the Commission would like to brief the <br />Council on their suggestions. Gwen Smith, Chair of HPC, gave a brief history of the historical <br />areas and the development within those areas. Jeff Kester, member of HPC, presented to the <br />Council maps regarding the three historic districts: San Antonio Street, Belvin Street and the <br />Downtown District. Mr. Kester showed the Council pictures of historic homes and buildings in <br />these areas currently not in the historic district. He stated 50% of the buildings must contribute in <br />an historic manner to create an historic district and 60% of the buildings in this area qualify. Mr. <br />Kester stated the options to continue this research include: 1) no changes to the current districts, <br />2) creation of additional districts contiguous with the boundaries of the existing districts, or 3) <br />the consolidation of existing locally designated districts into a single West End historic district. <br />Mr. Kester explained being a part of the historic district does not require property owners to <br />make changes to their current structures; however, any future changes would be subject to the <br />Certificate-of Appropriateness approval process through the Historic Preservation Commission. <br />He stated new construction in existing historic districts is occurring and maintaining the historic <br />look for that particular area. Mayor Moore explained he was interested in seeing the <br />Commission pursue this project and to involve neighborhoods to see where their interest lies. <br />Ms. Keith stated public hearings would be held and all property owners would be notified. The <br />consensus of the Council was to continue the project and to include input from the citizens <br />expressing their interest for or against the districts. <br />(Mr. Guerra present at 8:20 p.m.) <br />Mayor Moore introduced a public hearing to receive citizen input regarding the close-out of the <br />project known as the Texas Capital Fund Contract No. 702302 for the construction of a hangar at <br />the San Marcos Municipal Airport leased to Southwest Texas Aviation, Inc. There were no <br />speakers, so Mayor Moore closed the public hearing. <br />Mayor Moore introduced a public hearing designating a Reinvestment Zone No. 10 pursuant to <br />Chapter 312 of the Texas Tax Code to include property located at 2401 South IH-35. There were <br />no speakers, so Mayor Moore closed the public hearing. <br />Mayor Moore introduced for consideration approval of an Ordinance on first reading, the caption <br />which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE ABANDONMENT OF THE PORTION OF THE 15 FOOT <br />ALLEYWAY LOCATED BETWEEN LOTS 291 AND 292, AND LOTS 211 AND 212 <br />OF WESTOVER ADDITION, AT THE REAR OF LOTS IN THE 1200 BLOCK OF <br />BISHOP STREET AND DARTMOUTH AVENUE; APPROVING THE <br />CONVEYANCE OF THIS ALLEYWAY TO ABRAHAM MARTINEZ, SR.; <br />AUTHORIZING THE CITY MANAGER TO EXECUTE A DEED; AND DECLARING <br />AN EFFECTIVE DATE. <br />Mr. Guerra moved for approval of the Ordinance on first reading and Mr. Mihalkanin seconded <br />the motion, which passed unanimously. <br />Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption <br />which was read as follows:
