7(/ Regular Meeting January 12, 1998 Page 6 Mr. Hart introduced the City Manager's Report. 1) Mr. Gilley stated the City has been searching for a new Police Chief and he would like to bring his recommendation for Mr. Steve Griffith, of West University Place, to the January 26, 1998, Council Meeting for confirmation. 2) Mr. Gilley stated he would like to set the dates for the Budget Policy Workshops. Ms. Hughson stated she would like one day for planning without dollar figures involved. Mr. Mihalkanin agreed with Ms. Hughson. Mr. Hart suggested a facilitator for the planning process. Council set workshop dates for February 27-28, 1998, with facilitation. 3) Mr. Gilley stated the Council needs to hold a Bond Workshop for presentation from the Mayor's Blue Ribbon Bond Committee. Council agreed on January 19, 1998. Mayor Moore introduced the City Attorney's Report. Mr. Taylor stated there was an article in the newspaper regarding the Sale of City's water rights. Mr. Taylor stated this was tentative and the article was preliminary. He stated he spoke with Peter Brown of the Daily Record and felt his headline was a misstatement of what was actually said. Mr. Taylor explained it may be three years before the aquifer agreement is finalized. Mayor Moore introduced the City Council's Report. 1) Ms. Hughson stated the Chamber of Commerce would be going on the annual Selah Ranch trip April 13, 1998, if anyone else was interested in attending. 2) Mayor Moore stated Mr. Bishop was not interested in serving on the TWDB due to time constraints. Mayor Moore introduced an Executive Session pursuant to the Government Code, Section 551.071, to discuss pending litigation (Wastewater Reuse Permit Application Proceeding) and matters where the City Attorney's ethical duty to the City clearly conflicts with Government Code Chapter 551 (Development Incentive Proposal- Hopkins Street); and Section 551.074, to discuss duties of a public officer (City Manager). Ms. Hughson moved to adjourn into Executive Session at 9:30 p.m. and Mr. Mihalkanin seconded the motion, which passed unanimously. (Mr. Guerra present for Executive Session). Mr. Mihalkanin moved to reconvene from Executive Session at 11: 12 p.m., and Mr. Hart seconded the motion, which passed unanimously.
