Moore and City Council Members <br /> From: Charter Review Commission <br /> Subject: Report of the 1997-98 Charter Review Commission <br /> Date: January 8, 1998 <br /> The 1997-1998 Charter Review Commission has concluded its work after a series of eight meetings, <br /> and the Commission presents this report to the City Council with recommendations for amendments <br /> to the City Charter to be submitted to City voters for approval. <br /> Italics indicate language proposed to be added, and overstrike indicates language proposed to be <br /> deleted. The wording of each of the proposed changes is followed by a brief statement of the <br /> rationale for the change. <br /> 1. Add a new ~oals statement as Section 1.03 to read as follows: <br /> <br /> Sec. 1.03. Statement of goals. <br /> The goals of the city government are to create a strong community, foster a high quality of <br /> life for the city's residents and their neighborhoods, businesses and institutions, promote sound <br /> community and economic development, conserve and protect the city's natural resources and the <br /> environment, and promote the health, safety and welfare of the city's residents. <br /> ********** <br /> Rationale: The first article of the Charter provides the opportunity for the citizens to make a <br /> statement of the purposes and goals of the City government. This is the Commission's <br /> recommendation for this statement. <br /> 2. Amend Section 2.02 re~ardin~ the City's eminent domain authority as follows: <br /> Sec. 2.02. Eminent domain. <br /> The city shall have the full power and right to exercise the power of eminent domain when <br /> necessary or desirable to carry out any of the powers conferred upon it by this Charter or by the <br /> constitution and laws of the State of Texas. The city may exercise the power of eminent domain in <br /> any manner authorized or pennitted by the constitution and laws of this state, su~ject to the right of <br /> the owner of the property taken to adequate compensation. The power of eminent domain hereby <br /> conf(;ft'ccl shall include the right of the city to take the fee in land so condemned, and sueh pO'vVCf and <br /> authority shall indudc the right to condemn public property for such purposes.
