169 <br />Regular Meeting <br />July 27, 1998 <br />Mayor Moore introduced the City Attorney's Report <br />meeting. <br />Page 11 <br />Mr. Taylor had no report at this <br />Mayor Moore introduced the City Council's Report. (1) Mr. Hernandez informed the <br />Council he had attended his first meeting with the Central Appraisal District. Mr. <br />Hernandez stated they would be holding another budget workshop on Monday, August <br />10th at 3:00 p.m. and also hold a public hearing on August 19th at 3:00 p.m. at the CAD <br />office. (2) Ms. Hughson stated she had received a call from a neighbor about her electricity <br />being turned off and stated she was willing to pay the late fee but it was after 5:00 p.m. and <br />could not pay due to offices being closed. Ms. Hughson asked what was the policy and <br />procedures. Mr. Gilley stated the City has been very cautious about turning off electricity <br />because of the weather, although there will be occasions where they cannot contact <br />someone. Mr. Gilley stated they do try to contact people in some way. Mr. Moseley stated <br />he would like to meet with Mr. Gilley because he had another occasion where this <br />happened and the communication was not very clear. (3) Mr. Moseley informed the <br />Council he had attended the AMCC Conference with Ms. Hughson and had learned a lot <br />and thought it was a great conference. (4) Ms. Hughson distributed a two page report <br />regarding the AMCC Conference. <br />Mr. Mihalkanin moved to adjourn to Executive Session at 11:55 p.m. pursuant to the <br />Government Code, Section 551.071, to discuss matters where the City Attorney's ethical <br />duty to the City clearly conflicts with Government Code Chapter 551 (Development <br />Incentive Proposals- Civic Center Loop; Conway Addition); Sections 551.072 and 551.073, <br />to discuss the lease of real property (Old First Christian Church); and Section 551.074, to <br />discuss duties of public officers (City Council Members) and Mr. Hernandez seconded the <br />motion which passed unanimously. <br />Mr. Mihalkanin moved to reconvene at 1:29 a.m. from Executive Session and Mr. Doiron <br />seconded the motion which passed unanimously. <br />The meeting adjourned at 1:30 a.m. on motion made by Ms. Hughson and seconded by <br />Mr. Mihalkanin. <br />r <br />I <br />Louis Doi on <br />Council Member <br />in Hughso <br />Council Member <br />Rick Hernandez <br />Council Member <br />ATTE T: <br />J his K.
