Mr. Felix Reyna stated <br />he had been trying to obtain building permits for the past 16 months for his home and has <br />gone through a lot of problems with the City in the past to have his house built. Mr. Reyna <br />stated he has also been through several trials which have been very costly. Mr. Reyna <br />stated he is now asking for plumbing and electrical permits and has been denied these <br />permits. Mr. Reyna stated he has gone to the Board of Appeals and they told him he could <br />get these permits if he was going to homestead this property that he was building. Mr. <br />Reyna summarized a letter of April 24th from the Board. Mr. Reyna stated he would like <br />the Council to have the Board to reconsider and schedule a rehearing for him and to have <br />the inspectors give him his permits so he can finish building his home. Ms. Catherine <br />Glesener informed the Council she had submitted to the City Secretary a petition with <br />approximately 81 names of persons in support of Agenda Item No. 7 on the multi-way stop <br />signs on Westover. Ms. Melvia Randle stated she and her neighbors were concerned <br />about the health issues of the elderly regarding the smell from the Wastewater Project on <br />River Road. Ms. Randle asked if the Council could do something to expedite this project. <br />Mr. Gary D. Gooch stated he lives at 117 E. Sierra Circle and informed the Council about <br />problems with utilities in the area. Mr. Gooch stated he lives at the highest point of <br />Hughson Heights and stated the water pressure was terrible. Mr. Gooch stated he <br />understood the City is in the process of installing a new water tower to provide adequate <br />water pressure and that the City will also be running a new larger main.
