109 <br />Regular Meeting June 22, 1998 Page 6 <br />Mayor Moore introduced for consideration approval or denial of a <br />request from Triune Development Corporation, Inc. for exemption from <br />impact fees.- Mr. Hernandez moved to approve the request for <br />exemption from impact fees and Mr. Doiron seconded the motion. John <br />Hemingway requested reduction or elimination of impact fees because <br />they will be an economic impact on San Marcos. On roll call the <br />Council voted unanimously for denial of this request. <br />Mayor Moore introduced receiving the Capital Improvements Program <br />for FY1998-99 to FY2002-03 recommendations from the Planning and <br />Zoning Commission. Mr. Patterson advised the Council the Planning <br />and Zoning Commission has provided the Council with a five-year CIP <br />program of recommendations. The Charter mandates this be done and <br />can be used as a planning tool to prioritize projects in the budget <br />process. Funding sources are also proposed. The Council directed a <br />Workshop be set for July 6 from 6:00-9:00 p.m. to review the CIP and <br />to add a discussion regarding an airport fire station on the CIP <br />agenda. <br />Mayor Moore introduced a discussion regarding the possibility of the <br />City of San Marcos ordering a Bond Election in November, 1998 and <br />direction to Staff. It was consensus of Council to proceed with <br />gathering information regarding the possibility of a November Bond <br />Election. A Workshop is scheduled June 29, 1998 from 6:00-9:00 p.m. <br />Mayor Moore introduced a discussion regarding the Austin-San Antonio <br />Corridor Commuter Rail Advisory Group and direction to Staff. It <br />was consensus of Council a Resolution be prepared in support of <br />this project. <br />Mayor Moore introduced the City Manager's Report. Mr. Gilley had no <br />report at this meeting. <br />Mayor Moore introduced the City Attorney's Report. Mr. Taylor had <br />no report at this meeting. <br />Mayor Moore introduced the City Council's Report. (1) Mr. Doiron <br />was interested in having a discussion on a future agenda regarding a <br />temporary moratorium on development. (2) Mr. Mihalkanin would like <br />Staff to provide options to handle increased traffic on Durango. <br />(3) Mr. Doiron asked if the City was doing anything to address Ted <br />Breihan's concern for a need for a walkway over Hopkins from one <br />park to another for pedestrian safety. Mr. Patterson advised a <br />bridge and sidewalk are planned on the Activity Center side of <br />Hopkins. (4) Ms. Hughson asked Staff to place on a future agenda a <br />discussion regarding water conservation. (5) Ms. Hughson requested <br />the Planning and Zoning Commission consider recommending a density <br />for "R-1" of less than six per acre. (6) Ms. Hughson requested an <br />item be placed on a future agenda for the Council to designate a <br />liaison to the River Foundation to replace Mr. Guerra. (7) Mr. <br />Moseley expressed concern a citizen shared with him regarding <br />wastewater rate increases of 80% over the next three years. Mr. <br />Gilley stated water rates are scheduled to be increased, not <br />wastewater. (8) Mr. Cox stated on behalf of the Main Street <br />Advisory Board he wanted to advise the Council during the Texas <br />Natural Weekend, there were many overgrown areas of weeds, and this <br />is not consistent with trying to build tourism. He has since <br />noticed other areas of the City which are overgrown and is <br />interested in budgeting to assure the attractiveness of our City. <br />The Council agreed with Mr. Cox, and Mr. Gilley stated this matter <br />would be discussed at the Staff level and could be dealt with in the <br />budget process. <br />The meeting adjourned at 11:49 p.m. on motion made by Mr. Mihalkanin <br />and seconded by Mr. Hernandez. <br />Dr <br />Billy G.
