94 <br />CITY OF SAN MARCOS <br />CITY COUNCIL BUDGET POLICY STATEMENT <br />Fiscal Year 1999 <br />MISSION STATEMENT <br />The mission of the City of San Marcos is to assure the residents of the City a sense of <br />community, safety and neighborhood integrity by providing necessary municipal services, fiscal <br />responsibility and comprehensive planning for the future. In addition, the City shall promote <br />flexibility in public/private partnerships, sound economic development, intergovernmental <br />cooperation and protection of our natural resources and the environment. <br />1. PROVIDE FOR THE GROWING INFRASTRUCTURE NEEDS OF <br />SAN MARCOS. <br />Drainage. <br />Implement the drainage utility plan with no exemptions. <br />Implement CIP projects that address drainage improvements. <br />Include drainage improvements in on-going road work, where appropriate. <br />Transportation. <br />Increase funding for street construction and maintenance. <br />Continue funding the sidewalk program. <br />Public Utilities. <br />Promote conservation efforts. <br />Maintain an effective electric system with adequate capacity.
