The intersection <br />analysis was reviewed to include projects that will have an immediate, <br />notable impact on transportation operations within the City of San Marcos. <br />THOROUGHFARE PLAN <br />Funding and financing of the short-term, mid-term and long-term <br />improvements identified in the Thoroughfare Plan will require the <br />combination of existing sustainable sources and the identification of new <br />sustainable sources. <br />Property tax (general obligation bonds and certificates of obligation) <br />Cost -participation with local and state partners <br />(e.g., Hays County, Developers, TxDOT) <br />4A and 4B Economic/Community Development Corporations <br />Chapter 380/Chapter 381 Economic Development Agreements <br />Tax Increment Reinvestment Zones (TIRZs) and <br />Tax Increment Finance Districts (TIFs) <br />Public -Private Partnerships <br />Development Impact Fees <br />Transportation Reinvestment Zone (TRZs) <br />Sustainable sources of funding are expected to be available at a certain or <br />predictable level. <br />The City should position improvements for competitive funding <br />opportunities throughout the planning and implementation timeframe. <br />BICYCLE AND GREENWAYS PLANS <br />Funding and financing for bicycles, greenways and trail projects could be <br />accomplished through similar sources, either solely or in combination or <br />partnership with other agencies. <br />TxDOT funding programs <br />State Infrastructure Bank (SIB) loans <br />CAMPO funding programs <br />Grant funding opportunities <br />(e.g., TIGER, FASTLANE) <br />TIFIA loan/credit program <br />
