TRANSPORTATION AND LAND USE CONSTRAINTS <br />This Transportation Master Plan seeks to implement the policies of the Comprehensive Plan <br />by framing a future transportation network focused on multimodal mobility, connectivity and <br />Zoning for accessibility, implemented in an environmentally sensitive manner. The recommendations <br />Character and projects identified in the Transportation Master Plan were developed to support the <br />13 <br />111 r% AM _ Comprehensive Plan Preferred Scenario and create a cohesive strategy for growth in San Marcos. <br />The Comprehensive Plan Preferred Scenario Map created Intensity Zones to accommodate <br />the City's future growth. Intensity Zones are defined as areas of change where the intent is to <br />develop or redevelop. They are envisioned as well-planned areas where short trips meet daily <br />needs, reducing the need to drive. <br />The zones are built on a walkable, complete community concept and include open spaces and <br />trails. A key goal of this Transportation Master Plan is to develop a connected transportation <br />system that provides route options throughout the City. <br />The Transportation Master Plan establishes a framework for high capacity transit service that <br />provides enhanced connectivity between the intensity zones, connecting users to a robust <br />system of bicycle and pedestrian facilities throughout each zone. <br />Character based zoning proposed in Code SMTX coordinates street design with adjacent <br />development, by paying careful attention to the configuration, number and dimension of <br />travel lanes, on -street parking, street landscaping, sidewalk widths and bicycle infrastructure. <br />The Transportation Master Plan provides updated cross-sections designed around these <br />character zones. These cross-sections will be used to guide street design as growth and <br />development occur, helping to ensure that the character of neighborhoods and communities <br />are protected and evolve in a thoughtful and planned manner. <br />
