The Chamber of Commerce has asked the FCC to request the new owners to have
community service hours, but FCC has not responded to this request. Mayor Moore stated this is
a public safety issue and needs to be addressed as soon as possible. Mr. Doiron is willing to
chair a subcommittee with Mr. Cox and Mr. Mihalkanin's assistance.
Mayor Moore introduced the City Manager's Report. Mr. Gilley stated his appreciation to all
City Staff, public agencies and volunteers during the flood. Engineering staff have developed
maps of one-hundred and five-hundred year floodplains of damage from the flood. Mr.
Hernandez stated that some citizens may need assistance for flood insurance and the two-hundred
dollar cost for a survey that is required by an insurance agency to receive flood insurance. Mr.
Gilley stated he is not currently aware of financial assistance for flood insurance, but possibly
some assistance on the survey that must be done prior to having flood insurance. Mr. Hernandez
stated he would like Mr. Gilley to search for possible State or Federal assistance that may be
offered to our citizens.
Mayor Moore introduced the City Attorney's Report. Mr. Taylor had no report at this meeting.
Mayor Moore introduced the City Council's Report. Mr. Hernandez stated the San Marcos
Hispanic Chamber will have a luncheon next week on November 4, 1998 at twelve noon to be
held at the Activity Center. The Small Business Administration will provide information
regarding IQans and six lending institutions during the luncheon. Mayor Moore stated he looked
at pictures of the flood provided by Ms. Hughson and Mr. Josh Millecam. He commended City
Staff for their great efforts, Fire Chief Dan O'Leary as the Emergency Management Coordinator
and the outstanding job of the community. Ms. Hughson stated that many citizens would need
some relief from the water use due to the flood. Ms. Hughson also asked that this be placed on
the next agenda. She also noted that Council may choose to reallocate some CDBG funds for
flood victims relief. Mr. Gilley responded the possibility that F.E.M.A. can reimburse up to
seventy-five percent for use of City buildings, personnel, equipment, etc., due to the flood. Mr.
Gilley stated he will bring some information back to the Council on what F.E.M.A. will
reimburse and what match the City will need to meet. Mr. Doiron stated the Staff did a fabulous
job during the flood. Mr. Moseley suggested that F.E.M.A.' s information along with flood
information be in a newsletter of some kind to get out to all citizens that need assistance. Mr.
Gilley stated the flood information will go to all the citizens of San Marcos in their utility bills.
Mr. Doiron moved to adjourn at 9:05 p.m. and Ms. Hughson seconded the motion, which passed
unanimously.
"" ~~~;o~
Mayor
&/ !f1 Ju -; 1~~ Ik 2fBnL
Ed Mlhalkani~: J e Hughson
CouncIl Mem - -- -- Co nember
"?J j~~ j
/ 1;; - //t: -- // ~-- fVvr '-
/,ïJ/1JØ,/ /~-z:~~c--
, / h ¡;/" ,7
tt~~r~V coun~~~em::;.
~q;ø. þ~
, de R Cox, J ,~ ' Rick Hem~dez
r Mayor Pro- Tem CouncIl Member
