FOR THE PURCHASE OF LAPTOP COMPUTER <br />MOUNTING EQUIPMENT FOR THE POLICE DEPARTMENT; AUTHORIZING <br />THE PURCHASING MANAGER TO EXECUTE CONTRACT DOCUMENTS ON <br />BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE DATE. <br />Ms. Hughson moved for adoption of the Resolution and Mr. Doiron <br />seconded the motion, which passed unanimously. <br />Mayor Moore introduced for consideration Item 10.D.(17) removed <br />from the consent agenda, adoption of a Resolution, the caption <br />which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING A LETTER AGREEMENT FOR THE ACQUISITION OF <br />A UTILITY EASEMENT FOR WATER TRANSMISSION LINE FROM ERNEST <br />AND SALLY CUMMINGS; AND DECLARING AN EFFECTIVE DATE. <br />Ms. Hughson moved for adoption of the Resolution as amended in <br />Mark Taylor's memorandum dated September 14, 1998, and Mr. <br />Mihalkanin seconded the motion, which passed unanimously. <br />Mayor Moore introduced a discussion regarding the Drainage <br />Utility Cost of Service Study and direction to Staff. Mr. <br />Jenkins advised the Council the Drainage Master Plan was <br />completed in August of 1994, and he provided the Council with a <br />summary of the $25 million of capital improvements that were <br />recommended to provide for storm drainage in the community. The <br />Master Plan also evaluated funding options for capital <br />improvements and maintenance. The cost of service study was <br />done to evaluate the drainage utility concept. The user fee is <br />not a tax and is not based on property value but is based on a <br />proportionate share of the cost of managing the stormwater <br />runoff and directly related to the amount of impervious cover on <br />a tract of land. Utility income can be used to fund <br />maintenance and capital improvements and to leverage utility <br />income through revenue bond debt service. The results of the <br />study, depending on the rate of growth and inflation, <br />anticipates bond issues using the revenue bond approach would <br />occur every six to ten years. The revenue requirement used in <br />the study was $1 million. Two options have been considered. <br />One option is in the cost of service study. Another option <br />instead of general fund transfer of $250,000 shown in the Master <br />Plan cost of service study report, is a self supporting drainage
