Michelle <br />Khamlijy and Rebecca Hunt signed the sign-up sheet but were not <br />present in the meeting to speak. <br />Mayor Moore introduced Item 15.B., a presentation of the final <br />report by John Edwards on the Parking Management Plan and <br />Traffic Management Study for Downtown. Mr. Edwards provided an <br />overview of the report. The issues looked at included (1) is <br />there enough parking, (2) is enforcement adequate, (3) do we <br />need meters, (4) are time limits sufficient, (5) do we need a <br />parking garage, (6) valet parking, and (7) are one-way streets <br />hurting business. Mr. Edwards stated they did a field <br />reconnaisance to gather information, reviewed past studies, <br />observations during peak periods, comparisons with similar <br />situations and recommendations. They determined the parking <br />supply (Figure 1 attached) and made a comparison of parking <br />supply and peak use for on-street and off-street (private) <br />parking (Table 2 attached). Their strategies are to (1) balance <br />use of existing facilities, (2) establish a parking bank, (3) <br />redesign existing off-street lots, (4) revise time limits, (5) <br />add on-street parking, (6) improve enforcement, and (7) add new <br />parking. Attached is a proposed parking lot design of the <br />University Lot (Figure 7 attached), a proposed time limit zone <br />(Figure 6 attached) and added angle parking (Figure 5).
