100 <br />Regular Meeting September 28, 1998 Page 8 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING A REQUEST FOR REIMBURSEMENT FROM THE TEXAS <br />DEPARTMENT OF HEALTH FOR THE CITY'S INSTALLATION OF <br />FLUORIDATION EQUIPMENT IN THE SURFACE WATER TREATMENT <br />PLANT; AUTHORIZING THE CITY MANAGER TO EXECUTE THE REQUEST <br />FOR REIMBURSEMENT AND RELATED DOCUMENTS ON BEHALF OF THE <br />CITY; AND DECLARING AN EFFECTIVE DATE. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, WAIVING THE CITY'S RIGHT TO APPLY FOR A SEPARATE <br />JUVENILE ACCOUNTABILITY INCENTIVE BLOCK GRANT; DESIGNATING <br />HAYS COUNTY AS THE RECIPIENT OF THE CITY'S ALLOCATED GRANT <br />AMOUNT; APPROVING THE CITY'S PARTICIPATION IN THE HAYS <br />COUNTY JUVENILE CRIME ENFORCEMENT COALITION; AUTHORIZING <br />THE CITY MANAGER TO DESIGNATE THE CITY'S REPRESENTATIVES; <br />AND DECLARING AN EFFECTIVE DATE. <br />Mayor Moore introduced for consideration Item 13.C.(1) removed <br />from the consent agenda, adoption of an Ordinance on third and <br />final reading, the caption which was read as follows: <br />AN.ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING ARTICLE 3, BOARDS, COMMITTEES AND <br />COMMISSIONS, OF CHAPTER 2, ADMINISTRATION, OF THE CITY CODE <br />BY ADDING A DIVISION 16 TO ESTABLISH A NEW ARTS COMMISSION; <br />AMENDING CITY CODE SECTION 2.352(b) TO REMOVE OVERSIGHT OF <br />ARTS FUNDING FROM THE DUTIES OF THE CONVENTION AND VISITORS <br />BUREAU BOARD; INCLUDING PROCEDURAL PROVISIONS; AND <br />PROVIDING FOR PENALTIES. <br />Ms. Hughson moved for adoption of the Ordinance on third and <br />final reading and Mr. Mihalkanin seconded the motion. It was <br />consensus of Council of provide funding from Council Related <br />I--ems in the amount of $250.00-$300.00 for a Workshop with the <br />San Marcos Arts Council. Ms. Hughson moved to table this <br />Ordinance for a brief period and Mr. Cox seconded the motion, <br />which passed unanimously. <br />Mayor Moore introduced for consideration Item 13.D.(1) removed <br />from the consent agenda, adoption of a Resolution, the caption <br />which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING AN INTERLOCAL AGREEMENT BETWEEN THE CITY <br />AND GUADALUPE COUNTY FOR THE CITY'S PROVISION OF LIBRARY <br />SERVICES TO COUNTY RESIDENTS; AUTHORIZING THE CITY MANAGER <br />TO EXECUTE THIS AGREEMENT ON BEHALF OF THE CITY; AND <br />DECLARING AN EFFECTIVE DATE. <br />Mr. Hernandez moved for adoption of the Resolution and Mr. <br />Doiron seconded the motion. Precinct 2 Commissioner Cesareo <br />Guadarrama, III of Guadalupe County, Texas, thanked the Council <br />and stated he wants to improve the quality of life for Guadalupe <br />County residents. The Council voted unanimously for adoption of <br />the Resolution. <br />Mayor Moore introduced for consideration Item 13.D.(2) removed from -he <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows:
