City Council Meeting Minutes December 4,2018 <br /> in the City. She thanked Council for their service. <br /> Rita Samaniego,stated she would rather have residential homes in this area. A <br /> duplex has been built across the street and there is no parking except on the <br /> street. Her concern is the safety of everyone that lives on that street, especially <br /> the children. <br /> Lance Hubert,spoke as the property owner of the proposed project. He sent <br /> emails requesting postponemen until a full Council is seated as it would require <br /> 6 council members to vote for approval. <br /> Carina Boston,spoke as a member of the community that has family who <br /> owns property on Earle Street. She hopes they have a long time relationship <br /> with the neighbors. She spoke about possible flooding and erosion issues if this <br /> property were to be developed as proposed. She hopes the process is a little <br /> more considerate of long term effects when zoning requests are made. <br /> John Bud, stated that he has lived on Earle Street for the last 18 years. He <br /> expressed his objection to this project. There is already an apartment and <br /> duplex in this neighborhood and the density will increase if this project is <br /> improved.He believes it is not conducive of quality of life for the members of <br /> this neighborhood. He stated others issues such as parking, the safety of <br /> children,and environmental issues as this is located over the Edwards Aquifer. <br /> There being no further comments,the Mayor closed the Public Hearing at 6:44 <br /> p.m. <br /> A motion was made by Council Member Mihalkanin,seconded by Mayor Pro <br /> Tem Prewitt,to postpone Ordinance 2018-52, on the first of two readings,until <br /> the January 15,2019. The motion carried by the following vote: <br /> For: 5- Mayor Pro Tern Prewitt,Council Member Gonzales, Council Member Derrick, Mayor <br /> Hughson and Council Member Mihalkanin <br /> Against: 0 <br /> Absent: 1 - Deputy Mayor Pro Tern Gregson <br /> 16. Receive a Staff presentation and hold a Public Hearing to receive comments for or <br /> against Resolution 2018-225R, authorizing the submission of the 2017 Community <br /> Development Block Grant ("CDBG") Program Consolidated Annual Performance <br /> Evaluation Report (CAPER) to the United States Department of Housing and Urban <br /> Development; and declaring an effective date; and consider approval of Resolution <br /> 2018-225R. <br /> City of San Marcos Page 7 <br />
