City Council Meeting Minutes December 12,2018 <br /> Service and Assessment Plan for the Trace Public Improvement District. <br /> Mayor Hughson opened the Public Hearing at 6:39 p.m. There being no <br /> comments, the Mayor closed the Public Hearing at 6:39 p.m. <br /> A motion was made by Council Member Mihalkanin,seconded by Mayor Pro <br /> Tern Prewitt, to approve Ordinance 2018-51,on the second of two readings. <br /> The motion carried by the following vote: <br /> For: 5- Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor <br /> Hughson and Council Member Mihalkanin <br /> Against: 0 <br /> Absent: 1 - Deputy Mayor Pro Tem Gregson <br /> 17. Receive a Staff Presentation and hold the first of two Public Hearings to receive <br /> comments for or against the Annexation (AN-08-05) of approximately 934.34 acres, more <br /> or less, comprised of six separate tracts of land along State Highway 80 and FM 1984, <br /> out of the William Pettus Survey, Abstract No. 21. <br /> Shannon Mattingly,Director of Development Services,provided a presentation <br /> regarding the annexation of land along side State Highway 80 and FM 1984. <br /> She provided a map of other properties that are located near this proposed <br /> annexation. <br /> Laurie Moyer,Director of Engineering and CIP, provided the floodplain map <br /> of this property. She stated that stormwater management requires the rate of <br /> runoff after construction must be equal to or less than runoff prior to <br /> construction. <br /> Mayor Hughson opened the Public Hearing at 6:54 p.m. <br /> Those who spoke: <br /> Mary Beth Harper,addressed council regarding the annexation being <br /> requested. She lives between San Marcos and Martindale. She thinks San <br /> Marcos is reaching into Martindale and she doesn't like it. She mentioned the <br /> map that staff illustrated was incorrect and that Martindale's Extraterriotorial <br /> Jurisdiction (ETJ) is bigger than shown. She spoke of the floodway running <br /> through projects, increased traffic and stated we need to check the ETJ. <br /> Dianne Wassenich, spoke on behalf of the San Marcos River Foundation. She <br /> indicated that last night the Planning & Zoning Commission (P&Z)did not <br /> receive as much information as Council is receiving this evening.
