Mayor Chiu introduced for consideration approval of minutes of the Special Meeting held January 22, 2001, minutes of the Regular Meeting held January 22, 2001, approval ,of an Ordinance on second reading, adoption of three Ordinances on third and final reading, adoption of ten Resolutions and approval of Change in Services No.1 to the contract with Freese and Nichols, Inc. for the Cottonwood Creek Interceptor, Lift Station and Force Main Project in the amount of $18,762.00 on consensus. The Council removed Item 20, adoption of a Resolution, to be considered separately. Mr. Doiron moved for approval of the minutes of the Special Meeting held January 22, 2001, approval of the minutes of the Regular Meeting held January 22, 2001, approval of the Ordinance on second reading, adoption of three Ordinances on third and final reading, adoption of eight of the remaining Resolutions and tabling Item 25, adoption of Resolution, and Resolution Item 26 to include approval of the naming of a park as Lowman Park (Item 26, Resolution approving the terms and conditions of a Mediation Agreement with Tanger Properties, L.P.) and approval of Change in Services No.1 to the contract with Freese and Nichols, Inc. in the amount of $18,762.00 and Mr. Mayhew seconded the motion, which passed unanimously (Ms. Hughson abstaining to Item 15, adoption of Ordinance on third and final reading, and filing a disclosure affidavit-business entity). The captions of these Ordinances and Resolutions read as follows: Approval of Ordinance on second reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 34, ENVIRONMENT, OF THE CITY CODE, TO ADD A NEW ARTICLE 2, WATERSHED PROTECTION; INCLUDING PROCEDURAL PROVISIONS; AND DECLARING AN EFFECTIVE DATE. Adoption of Ordinances on third and final reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 463.3 ACRES, MORE OR LESS, LOCATED ADJACENT TO AND SOUTHEAST OF THE 2900 TO 3700 BLOCKS OF IH35 SOUTH; APPROVING A SERVICE PLAN FOR THIS TRACT; INCLUDING PROCEDURAL PROVISIONS; AND DECLARING AN EFFECTIVE DATE.
