RESOLUTION NO. 2019-31R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS AUTHORIZING THE CITY MANAGER OR HIS <br />DESIGNEE TO APPLY FOR A HOMELAND SECURITY GRANT FOR AN <br />EMERGENCY MOBILE COMMAND VEHICLE; AUTHORIZING THE <br />CITY MANAGER OR HIS DESIGNEE TO ACCEPT, REJECT, ALTER OR <br />TERMINATE THE GRANTS, IF AWARDED, AND TO EXECUTE ALL <br />CONTRACTS AND DOCUMENTS AS NECESSARY TO IMPLEMENT <br />THE GRANTS; AND DECLARING AN EFFECTIVE DATE. <br />RECITALS: <br />1. The City of San Marcos responds to emergencies frequently and is prone to a <br />multitude of disasters. An Emergency Mobile Command Vehicle will allow our organization to <br />manage the emergency on -scene with the appropriate resources. When an incident occurs in the <br />City of San Marcos, we are dependent upon other regional mutual aid and state assistance to <br />acquire a temporary mobile command vehicle. This delay in response time for incident <br />management could result in loss of property or lives during the next major disaster. <br />2. An Emergency Mobile Command Vehicle and associated equipment would <br />increase operational coordination and information sharing capabilities by enabling Emergency <br />Management to coordinate the City's response with all community partners and maintain <br />communications with city leaders. This project will save lives and property. <br />3. The City of San Marcos, already participates in matching funding and no extra <br />funds are required for these grant applications. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br />PART 1. The City Manager or his designee is authorized to submit applications for <br />Homeland Security grant funds for the Emergency Mobile Command Vehicle. <br />PART 2. The City Manager or his designee is authorized to accept the grant, if <br />awarded, and to execute all contracts and documents with the awarding agency and any <br />participating entities as necessary and appropriate for implementation of the grant. <br />PART 3. The City Manager or his designee is authorized to reject, alter or terminate <br />the grant on behalf of the City of San Marcos. <br />PART 4. The City of San Marcos agrees that in the event of loss or misuse of the <br />Office of the Governor funds, the City of San Marcos assures that the funds will be returned to the <br />Office of the Governor in full. <br />PART 5. This resolution shall be in full force and effect immediately from and after its <br />
