RESOLUTION NO. 2019-30R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS AUTHORIZING THE CITY MANAGER OR HIS <br />DESIGNEE TO APPLY FOR HOMELAND SECURITY GRANTS FOR <br />PRIMARY EMERGENCY OPERATIONS CENTER TECHNOLOGY <br />UPGRADES; AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE <br />TO ACCEPT, REJECT, ALTER OR TERMINATE THE GRANTS, IF <br />AWARDED, AND TO EXECUTE ALL CONTRACTS AND DOCUMENTS <br />AS NECESSARY TO IMPLEMENT THE GRANTS; AND DECLARING AN <br />EFFECTIVE DATE. <br />RECITALS: <br />1. The City of San Marcos is prone to a multitude of disasters, and Primary Emergency <br />Operations Center Technology Upgrades will improve response capabilities to future disasters. <br />2. Primary Emergency Operations Center Technology Upgrades benefit the City of <br />San Marcos by better enabling Emergency Operations Center staff to communicate with mutual <br />aid partners, efficiently track resources, and gather damage assessment data. <br />3. The City of San Marcos already participates in matching funding and no extra funds <br />are required for these grant applications. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br />PART 1. The City Manager or his designee is authorized to submit applications for <br />Homeland Security grant funds for the Primary Emergency Operations Center Technology <br />Upgrades. <br />PART 2. The City Manager or his designee is authorized to accept the grant, if <br />awarded, and to execute all contracts and documents with the awarding agency and any <br />participating entities as necessary and appropriate for implementation of the grant. <br />PART 3. The City Manager or his designee is authorized to reject, alter or terminate <br />the grant on behalf of the City of San Marcos. <br />PART 4. The City of San Marcos agrees that in the event of loss or misuse of the <br />Office of the Governor funds, the City of San Marcos assures that the funds will be returned to the <br />Office of the Governor in full. <br />PART 5. This resolution shall be in full force and effect immediately from and after its <br />passage. <br />
