152. <br />MINUTES OF THE <br />CITY COUNCIL OF <br />TEXAS, <br />SPECIAL MEETING <br />THE CITY OF SAN <br />APRIL 16, 2001 <br />OF THE <br />MARCOS, <br />PRESENT: Mayor <br />Mayor Pro-Tem <br />Deputy Mayor Pro-Tem <br />Council Members <br />City Manager <br />Deputy City Manager <br />City Clerk <br />City Attorney <br />Director of Finance <br />Director of Parks and Recreation <br />David Chiu <br />Earl Moseley, Jr. <br />Louis Doiron, Jr. <br />Jane Hughson <br />Joe B. Cox, Jr. <br />Paul Mayhew <br />Martha Castex Tatum <br />Larry Gilley <br />Laura Huffman <br />Janis K. Womack <br />Mark Taylor <br />Bill White <br />Rodney Cobb <br />Also Present: Frances Emery, Carol Coughlin, Dan Praver, Dan West and <br />others. <br />Mayor Chiu called the meeting to order at 6:00 p.m. <br />Mayor Chiu introduced a discussion regarding election on use of remaining <br />Activity Center funds. The Bond Counsel and the City Attorney discussed <br />this matter and the Council was advised such an election would need to be <br />held on a uniform election date. Mr. Moseley stated he would like to <br />pursue the August uniform election date. He stated he understood there <br />would be some cost of fees regarding rebidding. Ms. Hughson asked if the <br />delay would incur increased construction costs, and Mr. Cobb advised her <br />it would. Mayor Chiu asked how long the current bid would be effective, <br />and was advised by Mr. Cobb it would not stay good until August. Mayor <br />Chiu stated the architect contract has been incurred whether the project <br />goes forward or not. The cost of the design and the bid process were <br />approximately $50,000. Mr. Cobb advised the proposed weight room would <br />not include free weights. Mayor Chiu stated he would like the Council to <br />vote this project up or down. Ms. Hughson stated waiting until August <br />would be too costly and she also wants the Council to just say yes or no <br />to the project. Mr. Moseley stated he wanted the voters to be involved in <br />this decision, but is confident to go forward with a vote knowing what <br />citizens want. The Council directed the bid award be placed on the April <br />23 agenda and also directed the discussion regarding Activity Center fees <br />be placed on that agenda. <br />Mayor Chiu introduced an Executive Session pursuant to the Government <br />Code, Sections 551.072 and 551.073, to discuss the purchase of real
