City Council Meeting Minutes March 5, 2019 <br />as the blind salamander and Golden Cheek Warbler, their population is at risk. <br />If the San Marcos Springs are impacted what do we think will happen to our <br />economy? If we lose the San Marcos Springs how will Texas State draw <br />students to their campus? We are not against the energy company or the <br />pipeline, but against the route. They have other options to take and not to <br />come through this area. We have identified that the evacuation zone for this <br />pipeline has a 1.4 mile diameter. We are very concerned with the well being of <br />our ground water and the Springs. <br />Mayor Pro Tem Prewitt asked why wouldn't Kinder -Morgan consider another <br />route? Mr. Neel stated he is a consultant and his presentation is only to engage <br />Kinder -Morgan in discussions instead of punting to the State level. He has no <br />comment on re-routing. He stated that his comments reflect the interests of <br />Kinder Morgan. He stated that this Resolution refers to taking this to the <br />legislature in regards to action they would take. He suggested that there is <br />opportunity to engage Kinder Morgan as opposed to passing this Resolution <br />which would pass this to the State Legislature. The question was asked if <br />Kinder Morgan would be amendable to changing this route? Mr. Neel stated <br />that Kinder -Morgan has changed this routing over 120 times. Kinder Morgan <br />does not want the Council to pass this Resolution in order to allow Council to <br />have conversation with them. Mr. Neal stated that Mr. Alan Fore, Executive <br />Vice President would be the appropriate person to answer any questions that <br />the Council may have. <br />A motion was made by Council Member Derrick, seconded by Mayor Pro Tem <br />Prewitt, to approve Resolution 2019-47R. The motion carried by the following <br />vote: <br />For: 7 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor <br />Hughson, Council Member Mihalkanin, Council Member Marquez and Council <br />Member Rockeymoore <br />Against: 0 <br />PUBLIC HEARINGS <br />17. Receive a Staff presentation and hold a Public Hearing to receive comments for or <br />against Resolution 2019-48R, approving a Budget Policy Statement for preparation of <br />the 2019-2020 Fiscal Year budget; and declaring an effective date; and consider <br />approval of Resolution 2019-48R. <br />Melissa Neel, Assistant Director of Finance, provided the City Council with a <br />brief presentation. <br />Mayor Hughson opened the Public Hearing at 7:59 p.m. Those that spoke: <br />City of San Marcos Page 9 <br />
