a. From the Sheriffs Office: Deputies and corresponding rank to be determined by the <br />Sheriff. <br />b. From the Police Department: Officers and corresponding rank to be determined by the <br />Chief of Police. <br />c. The Chief of Police and the Sheriff may change the number and designation of personnel <br />by written agreement signed by the Chief of Police and the Sheriff. The San Marcos Police <br />Chief and the Sheriff of Hays County shall jointly designate one member from the above <br />compliment to serve as the Team Commander. All members assigned to the Hays County <br />Unmanned Robotics Team shall report to and be supervised by the Team Commander who <br />shall report jointly to the Hays County Sheriff and San Marcos Chief of Police or their <br />specified designee. <br />6. HAYS COUNTY UNMANNED ROBOTICS TEAM SUPERVISION: The day-to-day <br />supervision of the Hays County Unmanned Robotics Team will be the responsibility of the Team <br />Commander. The Hays County Sheriff and the San Marcos Chief of Police shall make supervision, <br />guidance of team operation, decisions on assignment of personnel, expenditures of funds, and all <br />other administrative matters jointly. <br />7. HAYS COUNTY UNMANNED ROBOTICS TEAM RESPONSIBILITIES: <br />a. The deployment of small Unmanned Robotic Systems by the Hays County Unmanned <br />Robotics Team is expected to assist law enforcement as a force multiplier, provide <br />increased situational awareness, improve cost -operating efficiency, and enhance officer <br />and public safety. Deployments of this technology will be in direct support of critical <br />incidents, crime scene and vehicular accident forensics collection, tactical operations, <br />officer training, direct or indirect Fire Department assistance, disaster response and any <br />other mission requiring unmanned overview within a Defined Incident Perimeter (DIP). <br />b. As with all investigative methods, the unmanned robotics system must be operated <br />consistent with the U.S. Constitution. Accordingly, all Hays County Unmanned Robotics <br />Team personnel shall abide by the Fourth Amendment and protect citizens from <br />unreasonable searches and seizures. The unmanned robotics system shall never be used <br />solely for the purpose of monitoring activities protected by the First Amendment or the <br />lawful exercise of other rights secured by the Constitution and laws of the United States <br />except as necessary to protect people who are exercising their constitutional rights. Hays <br />County Unmanned Robotics Team personnel must be trained on, and abide by, all <br />applicable federal, state and local legal standards, including agency guidance applicable to <br />the deployment and use of this technology. Finally, unmanned robotics systems shall only <br />be deployed in connection with properly authorized investigations and emergency response <br />activities and shall only be deployed within the context of existing and applicable federal, <br />state and local laws/regulations, and agency safeguards. <br />8. FUNDING AND EXPENDITURES:. <br />a. Funds for those expenditures for equipment, supplies, and operation of the Team listed on <br />the attached Exhibit A shall be provided by the respective agencies of each designated <br />officer/deputy to the team. <br />
