<br />96. <br /> <br />Regular Meeting <br /> <br />July 9,2001 <br /> <br />Page 7 <br /> <br />stated that this board was established in 1986 for the purpose of the transition when the <br />City purchased the utility from LCRA, and the board's duties have become less and less. <br />Mr. Mayhew asked about the recommendation to keep 50% of funding for permanent <br />artwork from Arts funding. Ms. Huffman stated during the review the Commission <br />found that most of the funding was going towards performing arts, so the Commission <br />recommended allocating a certain amount of funding to permanent art. Mr. Mayhew <br />requested a list of expenditures. Ms. Hughson stated she was happy to see this <br />recommendation. Mayor Chiu stated the Arts Commission did award $2000 for the Fire <br />Fighters Statue. Ms. Hughson asked what the end-date was for the Bond Task Force. <br />Ms. Huffman stated this review is to formalize that discussion. Ms. Hughson asked if <br />State Law requires the City to have a Zoning Board of Adjustments and Appeals. Mr. <br />Taylor stated the Zoning Board of Adjustments and Appeals is required by State Law in <br />order to have a Zoning Ordinance, and they could have additional roles. Ms. Tatum <br />asked why the Commission recommended converting the Youth Commission to a Task <br />Force since there is a need to build more involvement with our youth in the community, <br />and she recommends the number of members on this Commission be reduced. Ms. <br />Huffman stated the Youth Commission's is primary work is the Youth Summit, and that <br />occurs every other year. Ms. Hughson expressed she would like to see the Youth Summit <br />take place every year. Ms. Tatum stated she would like to see more ongoing activities <br />such as after school projects. Ms. Huffman stated they can start the re-writing the <br />Ordinance and bring it to the Council. Mr. Mihalkanin stated he would like the City <br />Attorney to review the language of the Senior Citizen Advisory Board and to also look at <br />other City Municipalities to see if they have combined Zoning Board of Adjustments and <br />the Construction Board of Adjustments and Appeals. Ms. Hughson asked if the <br />Construction Board of Adjustments and Appeals and the Electrical Board could be <br />combined. Mr. Taylor stated they could. Ms. Hughson asked if the Human Services <br />Advisory Board had other responsibilities other than advising the City on Social Services <br />funding. Ms. Huffman stated that was their main responsibility and that is why there is a <br />recommendation for them to continue as a City Council Advisory Board and to meet on <br />an "as-needed" basis. This could be done through an Ordinance change. Mr. Cox stated <br />he had been approached about the attendance policy to make it more practical so that we <br />can keep good people on boards. Mr. Montoya stated a member is not doing anyone <br />good if they are not there. Mr. Mayhew asked if boards and task forces have the same <br />attendance requirements. Ms. Huffman stated the attendance policy was one of the most <br />debated issues, and yes they have the same attendance requirement. Ms. Hughson asked <br />if Commission considered cost of operating boards and Commissions on this review. Ms. <br />Huffman stated it was not considered, but maybe could be next time. <br /> <br />Mayor Chiu introduced a discussion regarding the naming of Terrand Property <br />Greenspace. Mr. Gilley stated it is tradition for the City to name parks and needs Council <br />direction on how to proceed. The Terrand tract will be used for the Wonder World <br />Project and for mitigation, and the rest is greenspace. It was noted that our current <br />Ordinance only allows naming after a person has been deceased for two years. Mr. <br />Mihalkanin stated the remaining section could be named after Burleson one of our town <br />founders. Ms. Hughson suggested we seek the public's ideas for names and consider <br />looking at naming trails and roadway for living people. <br /> <br />Mayor Chiu introduced the City Council's report. Mr. Mayhew stated Ms. Anderson <br />and Ms. Millecam had done a fine job on the mailer for Holland Street reconstruction. <br />
