Mr. Mihalkanin requested a representative be present at second reading, and Mr. Mayhew agreed. The Council voted unanimously for approval of the Ordinance on first reading. Mayor Chiu introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE TRAFFIC REGISTER BY THE ADDITION OF TRAFFIC SIGNAL LIGHTS LOCATED AT THE INTERSECTION OF IH35 AND CENTERPOINT ROAD; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Ms. Hughson moved for approval of the Ordinance on first reading and Mr. Mayhew seconded the motion, which passed unanimously. Mayor Chiu introduced for consideration reconsideration of two Zoning Ordinances. The Council did not wish to reconsider either of these Ordinances. Mayor Chiu introduced for consideration approval of minutes of the Regular Meeting held July 9, 2001, approval of minutes of the Special Meeting held July 16, 2001, approval of minutes of the Special Meeting held July 17, 2001; approval of one Ordinance on second reading; adoption of four Ordinances on third and final reading, adoption of five Resolutions and approval to allow First Southwest Company to bid on City of San Marcos, Texas Combination Tax and Revenue Certificates of Obligation, Series 2001, on consensus. The City Council removed Items 19 and 22, adoption of Resolutions, and Item 23, approval to allow First Southwest Company to bid on the Certificates of Obligation, to be considered separately. Mr. Mayhew moved for approval of the minutes of the Regular Meeting held July 9, 2001, approval of the minutes of the Special Meeting held July 16, 2001, approval of the Special Meeting held July 17, 2001, approval of the Ordinance on second reading, adoption of the four Ordinances on third and final reading (Mr. Mihalkanin abstaining to Item 14, adoption of Ordinance on third and final reading), and adoption of the remaining three Resolutions on consensus.
