Mayor Chiu introduced for consideration Item 17 removed from the consent agenda, approval of an Ordinance on second reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 2 OF THE CITY CODE TO CONVERT THE CEMETERY COMMISSION, THE DRAINAGE ADVISORY BOARD AND THE SENIOR CITIZEN ADVISORY BOARD TO STAFF ADVISORY BOARDS; MAKING OTHER CONFORMING AMENDMENTS TO THE CITY CODE; AND INCLUDING PROCEDURAL PROVISIONS. Ms. Hughson moved for approval of the Ordinance on second reading and Mr. Mayhew seconded the motion. Ms. Hughson referenced Section 2.131(b), which includes the executive director of the Community Action Program as an ex-officio member. Ms. Hughson asked if there were other representatives that should be included. Mr. Gilley stated he was not sure if the executive director of Community Action participated on the Senior Citizen Board, but there were no Staff recommendations to include other representatives of agencies on this Board. Ms. Hughson stated if this position is not participating, this should be removed from the Ordinance. She requested Mr. Gilley determine this before third reading. Mr. Gilley stated Staff would be prepared to provide a recommendation at third reading. The Council voted unanimously for approval of the Ordinance on second reading. Mayor Chiu introduced for consideration Item 20 removed from the consent agenda, adoption of an Ordinance on third and final reading, the caption which was read as follows: AN ORDINANCE GRANTING A PERMIT AND CONSENT TO EL PASO GAS TRANSMISSION COMPANY, ITS WHOLLY OWNED SUBSIDIARY CORPORATIONS AND WHOLLY OWNED SUBSIDIARY GENERAL AND LIMITED PARTNERSHIPS, AND THEIR SUCCESSORS, LESSEES OR ASSIGNS, TO MAINTAIN, USE AND OPERATE EXISTING NATURAL GAS AND/OR NATURAL GAS LIQUIDS TRANSMISSION PIPELINES ALONG, ACROSS AND UNDER PUBLIC RIGHTS-OF-WAY IN THE CITY OF SAN MARCOS, TEXAS; INCLUDING PROCEDURAL PROVISIONS; AND DECLARING AN EFFECTIVE DATE. Ms. Tatum moved for approval of the Ordinance on third and final reading and Mr. Mayhew seconded the motion. Mr. Taylor advised the Council the questions asked of El Paso Gas Transmission Company could not be answered quickly, and they requested this matter be tabled until the next regular meeting. Mr. Mihalkanin stated he prefers the questions be answered in writing. Mr. Mayhew asked Mr. Taylor to provide a brief background how we carne to have this Ordinance. Ms. Hughson requested the Council discuss this during tonight's Executive Session. The Council agreed to do so. Mr. Taylor stated a group of cities in the valley has gas transmission pipelines and the owners of the pipelines did not want to pay fees for use
