Regular Meeting August 27, 2001 Page 6 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE 2000-2001 CITY BUDGET TO PROVIDE FUNDING FOR THE SAN MARCOS REGIONAL PARK PRESERVE PROJECT; AND DECLARING AN EMERGENCY. Mr. Mayhew moved for adoption of the Ordinance on emergency and Ms. Tatum seconded the motion, which passed unanimously. Mayor Chiu introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, INCREASING THE RATE FOR COLLECTION AND DISPOSAL OF RESIDENTIAL SOLID WASTE AND RECYCLABLE MATERIALS; AND INCLUDING PROCEDURAL PROVISIONS. Ms. Hughson moved for approval of the Ordinance on first reading and Mr. Mayhew seconded the motion. Mr. Mayhew inquired when was the last increase, and Ms. Hughson responded it was last year and this is an annual item that is part of our contract. Mr. Mihalkanin stated he does not receive good pickup service and has heard other complaints regarding the service. Mr. Mihalkanin stated he does not feel BFI is taking care of this contract. Ms. Hughson stated she has witnessed trash blowing from trucks. She stated when this happens, the driver needs to stop the truck and remedy this situation. Mr. Clement, of BFI, was present and noted that both concerns would be addressed. Ms. Tatum asked Mr. Gilley to explain the increase. Mr. Gilley stated the contract allows BFI to request increases, and they must provide evidence of the need for the increase, and they have done so. On roll call the following vote was recorded: AYE: Hughson, Chiu, Cox, Mayhew, Tatum. NAY: Mihalkanin, Montoya. ABSTAIN: None. Mayor Chiu introduced for consideration reconsideration of two Zoning Ordinances. The Council did not wish to reconsider either of these Ordinances.
