<br />177. <br /> <br />Regular Meeting <br /> <br />August 27, 2001 <br /> <br />Page 8 <br /> <br />in April the Clean Air Force presented to Cities and Counties in a five- <br />county area the Ozone Flex Plan, a three-year measure in air quality. In <br />1999 a lawsuit was filed, and in February, 2001 through a court suit EPA <br />was authorized to establish a new standard and must design an <br />implementation plan. The Clean Air Force is moving forward with a plan to <br />have cleaner air. In Phase I a draft plan will be made available by <br />September or October. It will be made available for review and comment <br />and submitted to EPA this year. Phase 2 will include more specific <br />details and be done by the end of 2002. They must then educate the public <br />and promote awareness. The Clean Air Force has developed a briefing book, <br />a thirty-page document which lays out the issues, contains a glossary, <br />plan development, fliers to pass out, radio ads, print ads for local <br />newspapers, a hotline toll-free number, and a website that will be updated <br />frequently. The brief will be on the website so it can be downloaded. <br />Mr. Thomas stated he would be back to see the Council when the draft is <br />completed. Ms. Hughson stated San Marcos could introduce a Resolution for <br />TML's consideration regarding vehicle emissions. Mr. Thomas indicated <br />that would probably be appropriate to be introduced next year in Phase 2. <br /> <br />Mayor Chiu introduced for consideration approval of minutes of the Regular <br />Meeting held August 13, 2001, approval of four Ordinances on second <br />reading, adoption of two Ordinances on third and final reading, and <br />adoption of ten Resolutions on consensus. The Council removed Items 17 <br />(approval of Ordinance on second reading), 20 (adoption of Ordinance on <br />third and final reading), and 23, 24, 30 and 31 (adoption of Resolutions), <br />to be considered separately. Mr. Mihalkanin moved for approval of the <br />minutes of the Regular Meeting held August 13, 2001 (Mr. Cox abstaining), <br />approval of the remaining three Ordinances on second reading, adoption of <br />the remaining Ordinance on third and final reading, and adoption of the <br />seven remaining Resolutions on consensus and Ms. Hughson seconded the <br />motion, which passed unanimously.
