177. Regular Meeting August 27, 2001 Page 8 in April the Clean Air Force presented to Cities and Counties in a five- county area the Ozone Flex Plan, a three-year measure in air quality. In 1999 a lawsuit was filed, and in February, 2001 through a court suit EPA was authorized to establish a new standard and must design an implementation plan. The Clean Air Force is moving forward with a plan to have cleaner air. In Phase I a draft plan will be made available by September or October. It will be made available for review and comment and submitted to EPA this year. Phase 2 will include more specific details and be done by the end of 2002. They must then educate the public and promote awareness. The Clean Air Force has developed a briefing book, a thirty-page document which lays out the issues, contains a glossary, plan development, fliers to pass out, radio ads, print ads for local newspapers, a hotline toll-free number, and a website that will be updated frequently. The brief will be on the website so it can be downloaded. Mr. Thomas stated he would be back to see the Council when the draft is completed. Ms. Hughson stated San Marcos could introduce a Resolution for TML's consideration regarding vehicle emissions. Mr. Thomas indicated that would probably be appropriate to be introduced next year in Phase 2. Mayor Chiu introduced for consideration approval of minutes of the Regular Meeting held August 13, 2001, approval of four Ordinances on second reading, adoption of two Ordinances on third and final reading, and adoption of ten Resolutions on consensus. The Council removed Items 17 (approval of Ordinance on second reading), 20 (adoption of Ordinance on third and final reading), and 23, 24, 30 and 31 (adoption of Resolutions), to be considered separately. Mr. Mihalkanin moved for approval of the minutes of the Regular Meeting held August 13, 2001 (Mr. Cox abstaining), approval of the remaining three Ordinances on second reading, adoption of the remaining Ordinance on third and final reading, and adoption of the seven remaining Resolutions on consensus and Ms. Hughson seconded the motion, which passed unanimously. The captions of these Ordinances and Resolutions read as follows: Approval of Ordinances on second reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 2000-2001 FISCAL YEAR TO PROVIDE FUNDING FOR HEART DEFIBRILLATORS AND A FIREFIGHTER STATUE; AND DECLARING AN EFFECTIVE DATE. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 2 OF THE CITY CODE TO RETIRE THE ELECTRIC UTILITY BOARD; AMENDING CHAPTER 46 OF THE CITY CODE TO REMOVE FAIR HOUSING MATTERS FROM THE PURVIEW OF THE HUMAN DEVELOPMENT COMMISSION; MAKING OTHER CONFORMING AMENDMENTS TO THE CITY CODE; AND INCLUDING PROCEDURAL PROVISIONS.
