The areas of commercial development will be Ranch Road 12, with a high quality of commercial development as a gateway into the community, and Wonder World and Craddock will allow smaller neighborhood commercial uses. The transportation section supports more interconnectivity with greater emphasis on alternative transportation such as public transit, bicyclists and pedestrian routes. There will be strong access control on Ranch Road 12. Negative impacts of development can be minimized through development regulation changes. The Council expressed it was a great plan. Ms. Hughson asked if on Page 9 in the third paragraph, could it read they do protect water quality, and Mr. James stated it could. Ms. Hughson stated there is no mention of the use of native plants being encouraged, and Mr. James said it could be included. Ms. Hughson asked when the rules regarding signage would come to the Council, and Mr. James advised it will be a part of the Development Ordinance review. Ms. Hughson stated the section regarding power lines needs to require that lines be grouped, and the Council agreed. Ms. Hughson asked about limited access with Craddock being the only intersection. Mr. James stated there is one owner who will have access and there is also a small area of driveway accesses. The Council voted unanimously for approval of the Ordinance on first reading (Mayor Chiu not present during this vote). Mayor Pro-Tern Hughson introduced for consideration a public hearing and adoption of a Resolution, the caption which was read as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING THE ISSUANCE OF A LIMOUSINE SERVICE CERTIFICATE TO DOMINGO PARDO, D/B/A K&P ENTERPRISES LIMOUSINE SERVICE, FOR THE PROVISION OF LUXURY LIMOUSINE SERVICES IN THE CITY; AND DECLARING AN EFFECTIVE DATE. Ms. Hughson opened the public hearing and asked if anyone wished to speak. Domingo Pardo stated he had worked on a plan to provide this service for years. He expressed it would be an asset to San Marcos and asked for the Council's approval. No one else wished to speak, so Ms. Hughson closed the public hearing. Mr. Mayhew moved for adoption of the Resolution and Ms. Tatum seconded the motion. Ms. Tatum stated she has seen the limousine and thinks it is very nice. Ms. Hughson asked if the certificate was required, and Mr. Taylor stated it is standard wording. The Council voted unanimously for adoption of the Resolution (Mayor Chiu not present to vote on this item). Mayor Chiu introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 86, UTILITIES, OF THE CITY CODE TO EXTEND THE TIME PERIOD FOR CONNECTION TO THE CITY WASTEWATER SYSTEM; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES.
