<br />Regular Meeting <br /> <br />December 10, 2001 <br /> <br />181. <br />Page 7 <br /> <br />conservation development and clustering of development. The areas of <br />commercial development will be Ranch Road 12, with a high quality of <br />commercial development as a gateway into the community, and Wonder World <br />and Craddock will allow smaller neighborhood commercial uses. The <br />transportation section supports more interconnectivity with greater <br />emphasis on alternative transportation such as public transit, bicyclists <br />and pedestrian routes. There will be strong access control on Ranch Road <br />12. Negative impacts of development can be minimized through development <br />regulation changes. The Council expressed it was a great plan. Ms. <br />Hughson asked if on Page 9 in the third paragraph, could it read they do <br />protect water quality, and Mr. James stated it could. Ms. Hughson stated <br />there is no mention of the use of native plants being encouraged, and Mr. <br />James said it could be included. Ms. Hughson asked when the rules <br />regarding signage would come to the Council, and Mr. James advised it will <br />be a part of the Development Ordinance review. Ms. Hughson stated the <br />section regarding power lines needs to require that lines be grouped, and <br />the Council agreed. Ms. Hughson asked about limited access with Craddock <br />being the only intersection. Mr. James stated there is one owner who will <br />have access and there is also a small area of driveway accesses. The <br />Council voted unanimously for approval of the Ordinance on first reading <br />(Mayor Chiu not present during this vote). <br /> <br />Mayor Pro-Tern Hughson introduced for consideration a public hearing and <br />adoption of a Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE ISSUANCE OF A LIMOUSINE SERVICE CERTIFICATE TO DOMINGO <br />PARDO, D/B/A K&P ENTERPRISES LIMOUSINE SERVICE, FOR THE PROVISION OF <br />LUXURY LIMOUSINE SERVICES IN THE CITY; AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Ms. Hughson opened the public hearing and asked if anyone wished to speak. <br />Domingo Pardo stated he had worked on a plan to provide this service for <br />years. He expressed it would be an asset to San Marcos and asked for the <br />Council's approval. No one else wished to speak, so Ms. Hughson closed <br />the public hearing. Mr. Mayhew moved for adoption of the Resolution and <br />Ms. Tatum seconded the motion. Ms. Tatum stated she has seen the <br />limousine and thinks it is very nice. Ms. Hughson asked if the <br />certificate was required, and Mr. Taylor stated it is standard wording. <br />The Council voted unanimously for adoption of the Resolution (Mayor Chiu <br />not present to vote on this item). <br /> <br />Mayor Chiu introduced for consideration approval of an Ordinance on first <br />reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING CHAPTER 86, UTILITIES, OF THE CITY CODE TO EXTEND THE TIME <br />PERIOD FOR CONNECTION TO THE CITY WASTEWATER SYSTEM; INCLUDING <br />PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br />
