New landscape variances may be issued to allow additional watering days for the <br />establishment of newly installed landscaping. New landscape variances will not be issued in <br />June, July or August of any year, or at any time when stage 3 or higher is in effect. <br />Variances may also be issued for residential customers that wish to request an alternative <br />to their designated weekday. The request must be submitted in writing to the director, and shall <br />have a term of one year. <br />7.0 Implementation and Enforcement <br />The City of San Marcos Drought Response Plan is implemented and enforced in <br />accordance with sections 86.066 – 86.071 of the drought response ordinance. Enforcement <br />personnel include the director and designated public services staff, City peace officers, City code <br />enforcement officers, and other individuals authorized to enforce City ordinances. Enforcement <br />actions may include education, formal notices of violation, civil penalties assessed though the <br />utility billing system, misdemeanor charges, installation of flow control devices and termination <br />of water service. <br />5 <br /> <br />
