City Council Meeting Minutes April 2, 2019 <br />and Studies, Utility Relocation, and Meter Upgrades; (3) Streets including related <br />Drainage, Sidewalks, Bicycle and Pedestrian Improvements; (4) Municipal Buildings to <br />include the City Hall, Library and Charles S. Cock House; (5) Drainage and Flood Control <br />Facilities; (6) Airport; (7) Public Safety Facilities to include Police and Fire Station <br />Improvements; (8) Fiber Optic Infrastructure Equipment; (9) Recreational Facilities <br />including the Sports Complex and City Parks; (10) Land Acquisition for a City Cemetery; <br />and (11) the Payment of Professional Services in connection therewith including Legal, <br />Fiscal and Engineering Fees and the costs of issuing the Certificates of Obligation and <br />other matters related thereto. <br />Heather Hurlburt, Finance Director, stated this is the 2nd Step in the process <br />to issue debt. and notice must be published twice. This is approval to direct <br />publication of a Notice of Intention to Issue Certificates of Obligation. <br />A motion was made by Council Member Mihalkanin, seconded by Mayor Pro <br />Tem Prewitt, to approve Resolution 2019-62R. The motion carried by the <br />following vote: <br />For: 7 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor <br />Hughson, Council Member Mihalkanin, Council Member Marquez and Council <br />Member Rockeymoore <br />Against: 0 <br />11. Discuss and consider appointments to the Census 2020 Complete Count Committee, <br />and provide direction to staff. <br />A motion was made by Council Member Gonzales, seconded by Council <br />Member Derrick, to postpone appointments to the April 16, 2019 Regular City <br />Council Meeting. The motion carried by the following vote: <br />For: 7 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor <br />Hughson, Council Member Mihalkanin, Council Member Marquez and Council <br />Member Rockeymoore <br />Against: 0 <br />12. Discuss and consider the creation of and appointments to a Sustainability Council <br />Committee, and provide direction to staff. <br />Council Member Mihalkanin nominated Council Member Marquez, Council <br />Member Rockeymoore nominated Mayor Pro Tem Prewitt, and Mayor Pro <br />Tem Prewitt Nominated Council Member Rockeymoore to serve on the <br />Sustainability Council Committee. Following a roll call vote all three members <br />were unanimously approved for appointment. <br />13. Consider the appointment of John Trinidad, with the Hays County Sheriff's Office, to fill <br />the Hays County Official Representative Position vacancy on the Animal Shelter Advisory <br />Committee, and provide direction to Staff. <br />City of San Marcos Page 7 <br />
