18. Project Partners and Roles: <br />a. Project Partners (Organizations) <br />b. Roles &Responsibilities <br />TCEQ — NPS Program <br />Provide state oversight and management of all <br />project activities and ensure coordination of <br />activities with related projects and the Texas State <br />Soil and Water Conservation Board (TSSWCB). <br />The Meadows Center for Water and the <br />Leadership, coordination assistance; in-kind <br />Environment <br />contributions, program management and water <br />quality monitoring; water quality analysis; <br />stakeholder facilitation; modeling and BMP <br />implementation expertise. <br />San Marcos Watershed Initiative (SMWI) <br />The Stakeholder Committee will continue to meet <br />Stakeholder Committee <br />regularly to coordinate efforts and track progress of <br />WPP implementation and other regional and local <br />water quality protection efforts, as well as raise <br />additional funds to support long term sustainability <br />of the WPP. <br />Texas State University (TXSTATE) <br />Provide state oversight of all fiscal and contract <br />management; provide match contributions; <br />provide university technical resources and subject <br />matter expertise; provide match for BMP located <br />on University property. <br />Texas Stream Team <br />Provide education and outreach support and <br />materials; training and support of citizen science - <br />based water quality and environmental <br />monitoring; technical support and assistance with <br />water quality analyses and coordinated water <br />quality monitoring at strategic watershed locations. <br />Texas State University, Environmental Health, <br />Provide technical expertise, assist in the tasks <br />Safety, and Risk Management <br />involving construction of the demonstration BMPs <br />such as SWPPP plan reviews, SWPPP inspections <br />during construction and post construction <br />maintenance inspections; provide support for <br />education and outreach components of the <br />demonstration projects; coordinate efforts to <br />ensure that WPP and MS4 activities are <br />complimentary. <br />City of San Marcos <br />Community leadership; in-kind and match <br />support; technical assistance; participation in <br />stakeholder committee activities, land/facilities for <br />demonstration BMPs and implementation of BMPs <br />and Education and Outreach activities. <br />Guadalupe -Blanco River Authority <br />Provide technical assistance regarding water <br />quality data collection, interpretation and analyses; <br />provide subject matter expertise regarding <br />pollution estimation/reduction and BMP <br />implementation; participation in stakeholder <br />committee activities; support for technical matters <br />and quality assurance project plan (QAPP) <br />development; assistance with education and <br />outreach activities. <br />San Marcos Lions Club <br />Provide support for education and outreach <br />activities. <br />Page 6 of 27 <br />
