28. Additional Information: <br />a. Project environmental data operations <br />Continued monitoring of water quality is an important aspect of this project. Project staff, in conjunction <br />with City and University staff, will coordinate all ongoing water quality monitoring in the watershed, <br />including routine and continuous surface water sampling, stormwater monitoring, and any specialized <br />monitoring from the City, University, HCP, WQPP, Texas Stream Team, and other entities. All acquired data <br />will be acquired in accordance with a Data Acquisition QAPP. Analyses of compiled data will be utilized to <br />evaluate potential and realized reductions in pollutant loads and concentrations over time from ordinance <br />changes and in situ BMPs (LID and green infrastructure) in accordance with the QAPP. All other related <br />activities will be performed in accordance with the QAPP. <br />b. Sustainability <br />The SMWI Stakeholder Committee, including representatives of the University, County, and City, has been <br />active since its formation in 20io and has spearheaded the development of the WPP, as well as its alignment <br />with several ongoing water quality protection initiatives in the watershed. The University and the City are <br />innovators in water quality protection and LID/green infrastructure, both participating in the Edwards <br />Aquifer Authority and U.S. Fish and Wildlife Service's HCP. The HCP includes substantial water quality <br />protection measures, some of which have already been implemented. The HCP also requires an annual <br />financial commitment from the City of San Marcos to implement water quality and habitat protection <br />measures. Activities and BMPs in the WPP are closely aligned with complimentary and parallel efforts <br />including the City of San Marcos' and Texas State University's WQPP, City of San Marcos Comprehensive <br />Watershed Master Plan and land development code rewrite activities, ensuring that City and University <br />funding will be available to implement and maintain future management measures. <br />Driven by the HCP, WQPP, and the WPP process, City and University staff regularly coordinate efforts <br />and jointly fund a staff person to oversee related activities. This well-developed relationship and <br />willingness to pool resources will allow for long term sustainability of staff and resources allocated for <br />water quality protection efforts at a watershed scale. A significant level of effort from City and University <br />staff, the Watershed Coordinator, The Meadows Center staff and the Stakeholder Committee will be directed <br />toward the formation of a permanent partnership in the watershed, complete with long term commitments <br />for external funding. <br />c. Project readiness <br />Coordination between WPP efforts and other water quality protection initiatives, which include City of San <br />Marcos' and Texas State University's WQPP, regional HCP, City of San Marcos Comprehensive Watershed <br />Master Plan and land development code rewrite activities, will allow for rapid implementation of WPP BMPs <br />and education and outreach efforts. Project teams at the University and City are already in place and several <br />of the construction based projects are already approved and partially funded. Education and outreach efforts <br />are being coordinated between these efforts and MS4 activities through an existing framework, and <br />comprehensive strategy to maximize efficacy and minimize overlapping efforts. Similar projects at the City <br />and University, including pervious pavement walkways, riparian restoration, rain gardens and other <br />LID/green infrastructure are already under way, ensuring that staff, partners and contractors have <br />experience with implementing similar BMPs. <br />Project partners and sub -contractors have committed to assisting with implementation activities and have <br />been involved in development of scopes of work and budget parameters. Key stakeholders understand their <br />responsibilities and the schedule is consistent with expectations established during WPP finalization. <br />External project dependencies will be covered by assigning a Watershed Coordinator and utilizing existing <br />University and City staff. <br />The city is currently finalizing a land development code review process, which included WPP participation <br />and through the Cypress Creek Watershed Protection Plan, the County will undergo a similar process in <br />2o16. The completed results of code review and revisions, expected to be completed early in the project, will <br />further support the implementation of the Upper San Marcos WPP. <br />Page 13 of 27 <br />
