City Council Meeting Minutes January 29, 2019 <br />Agreement; making findings with respect to the issuance of such bonds; and providing an <br />effective date. <br />A motion was made by Council Member Mihalkanin, seconded by Council <br />Member Gonzales, to approve Ordinance 2019-06, on first and final reading. <br />The motion carried by the following vote: <br />For: 7 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor <br />Hughson, Council Member Mihalkanin, Council Member Marquez and Council <br />Member Rockeymoore <br />Against: 0 <br />13. Consider approval of Resolution 2019-12R, amending the Business Improvement and <br />Growth (BIG) Grant Program guidelines to prohibit City employees and officials from <br />benefiting from BIG Grant Program Funds and to clarify program eligibility and intent; and <br />declaring an effective date. <br />MAIN MOTION: A motion was made by Council Member Rockeymoore, <br />seconded by Mayor Pro Tem Prewitt, to approve Resolution 2019-12R. <br />MOTION TO AMEND: A motion was made by Council Member Derrick, <br />seconded by Mayor Pro Tem Prewitt, to make the following amendments to <br />Exhibit A of Resolution 2019-12R: <br />Under: Who is eligible for the BIG Grant Program? <br />Remove the following text: <br />Council Appointees, Assistant City Managers and Directors are ineligible to <br />apply for or receive BIG Program funds; <br />• Former city council members are ineligible to apply for or receive BIG <br />program funds <br />for one year after leaving office; <br />• BIG Program funds may not be awarded for any improvements to property <br />or <br />buildings owned in whole or in part by any city employee or official, or their <br />immediate family members (spouse, children, siblings, parents), or any <br />business <br />organization of which such persons are equity owners, shareholders, members, <br />partners or officers; <br />• All owners and partial owners of property or buildings to be benefitted by <br />BIG <br />program funds must be disclosed on the funding application; and <br />And INSERT the following text: <br />"Council Appointees, Assistant City Managers and Directors, are ineligible to <br />apply for or receive BIG Program funds. <br />City of San Marcos Page 13 <br />
