City Council Meeting Minutes January 29, 2019 <br />Economic Development Incentive Agreement with Urban Mining Company and Urban <br />Mining Development, LLC that extends the date by which the company shall being <br />construction of its facilities, provides for the company to dedicate land to the City for the <br />Rattler Electric Substation and provides for offsets against any grant payments due for <br />any unpaid amounts under a contribution in aid of construction agreement related to the <br />construction of said substation; authorizing the City Manager to execute the agreement; <br />and declaring an effective date. <br />A motion was made by Council Member Gonzales, seconded by Council <br />Member Rockeymoore, to approve Resolution 2019-21R. The motion carried <br />by the following vote: <br />For: 7 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor <br />Hughson, Council Member Mihalkanin, Council Member Marquez and Council <br />Member Rockeymoore <br />Against: 0 <br />16. Consider approval of Resolution 2019-22R, approving a contribution in aid of <br />construction agreement with Urban Mining Company and Urban Mining Development, <br />LLC to provide for the mutual participation in the cost of constructing the Rattler Electric <br />Substation off of Clovis Barker Road near Leah Avenue; and declaring an effective date. <br />A motion was made by Mayor Pro Tem Prewitt, seconded by Council Member <br />Derrick, to approve Resolution 2019-22R. The motion carried by the following <br />vote: <br />For: 7 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor <br />Hughson, Council Member Mihalkanin, Council Member Marquez and Council <br />Member Rockeymoore <br />Against: 0 <br />17. Consider approval of Resolution 2019-23R, approving a third amendment to the term <br />sheet attached to Resolution 2014-143 regarding the advisability of the improvements in <br />the Whisper Public Improvement District for the purpose of extending the date by which <br />construction of the public improvements must be completed by May 31, 2019 and <br />creating Traffic Impact Analysis criteria for the development; and declaring an effective <br />date. <br />A motion was made by Council Member Derrick, seconded by Mayor Pro Tem <br />Prewitt, to approve Resolution 2019-23R. The motion carried by the following <br />vote: <br />For: 7 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor <br />Hughson, Council Member Mihalkanin, Council Member Marquez and Council <br />Member Rockeymoore <br />Against: 0 <br />18.
