The motion carried by <br />the following vote: <br />For: 7 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor <br />Hughson, Council Member Mihalkanin, Council Member Marquez and Council <br />Member Rockeymoore <br />Against: 0 <br />1. Consider approval, by motion, of the following meeting Minutes: <br />A) April 2, 2019 Regular Meeting Minutes <br />2. Consider approval of Resolution 2019-63R, approving an Interlocal Agreement with <br />Texas State University for Watershed Protection Plan funding; providing for the <br />reimbursement by Texas State University to the City of San Marcos in the sum of $35,000 <br />for the development of best management practices for the Downtown Watershed; <br />authorizing the City Manager to execute this agreement on behalf of the City; and <br />declaring an effective date. <br />Council Member Mihalkanin left the room during discussion and recused <br />himself from a vote due to his employment with Texas State University. <br />A motion was made by Mayor Pro Tem Prewitt, seconded by Council Member <br />Rockeymoore, to approve Resolution 2019-63R. The motion carried by the <br />following vote: <br />For: 6 - Mayor Pro Tem Prewitt, Council Member Gonzales, Council Member Derrick, Mayor <br />Hughson, Council Member Marquez and Council Member Rockeymoore <br />Against: 0 <br />Recused: 1 - Council Member Mihalkanin <br />3. Consider approval of Resolution 2019-64R, approving a Change in Services to the <br />contract with MWM Design Group to add Engineering Design Services for the Hills of <br />Hays Drainage Improvements Project in the estimated amount of $232,252 (Phase 2 - <br />Design Services); authorizing the City Manager or his designee to execute the <br />appropriate documents to implement the change in services; and declaring an effective <br />date. <br />4. Consider approval of Resolution 2019-65R, approving a list of Qualified On -Call Water <br />and Wastewater Engineering Firms for their provision of Professional Consulting <br />Services as needed in connection with current and future Water/Wastewater Capital <br />Improvements Design and Construction Projects; and declaring an effective date. <br />A motion was made by Mayor Pro Tem Prewitt, seconded by Council Member <br />Gonzales, to approve Resolution 2019-65R.
