City Council Meeting Minutes April 16, 2019 <br />PUBLIC HEARINGS <br />9. Receive a Staff Presentation and hold a Public Hearing to receive comments for or <br />against Resolution 2019-69R, approving Substantial Amendment No. 8 to the Community <br />Development Block Grant -Disaster Recovery (CDBG-DR) Action Plan to reallocate funds <br />between certain activities and budgets; authorizing the City Manager to act as the Official <br />Representative of the City in matters related to the CDBG-DR Program and Action Plan; <br />and declaring an effective date; and consider approval of Resolution 219-69R. <br />Stacy Brown, Housing and Community Development Manager, provided a <br />brief introduction to this item and explained this is a follow-up to the March 5 <br />Work Session. The main difference with this presentation is the re -allocation of <br />funds which include the following: <br />$1,659,013 of Rental Rehab/Reconstruction Housing Activity <br />funds to the following activities: <br />$850,000 to Midtown/Aquarena Springs Activity <br />$809,013 to Blanco Gardens Activity <br />$2,325,000 of Clarewood/Barbara Activity funds to Blanco Gardens <br />$3,000,000 of Planning Activity funds to Uhland Road Activity <br />Jackie Thomas, Senior Engineer, went through the presentation and how the <br />infrastructure projects can reduce flooding. San Marcos received a $25M <br />allocation from the U.S. Department of Housing (HUD), with $12M of this <br />allocated to infrastructure projects. Subsequently, another $8M was allocated <br />from HUD, which included an additional $6.9M for infrastructure. To allocate <br />those funds to a specific project a feasibility study was completed. The findings <br />of this study showed that we cannot handle 100 -yr "regional" flooding with <br />"local" <br />solutions, but we can handle "local" flooding and reduce impacts of "regional" <br />flooding. <br />Ms. Thomas presented the top five ranked projects from this feasibility study, <br />which include: <br />Midtown, Blanco Gardens,ClarewoodBarbara, Blanco Riverine, and Uhland <br />Road. <br />Each of these projects are atleast at a 30% design with Uhland Road at 90% <br />design. Each will start construction in 2020 with the exception of the Riverine <br />Project which is scheduled for a 2021 start date. There is a deficit of <br />City of San Marcos Page 7 <br />
