City Council Meeting Minutes April 16, 2019 <br />Mr. Parker went into detail on what each primary action item entails: <br />#1: Parking Management Organization <br />First was to create a Parking Advisory Board - This is complete <br />Next is to hire a Parking & Mobility Manager <br />Lastly is to Engage a 3rd party parking management firm <br />#2: Establish Parking Benefit Districts <br />First create an Ordinance that defines boundaries and guidelines for <br />expenditure of funds <br />Next have Parking Advisory Board oversee expenditure on District <br />Enhancements <br />Examples: Sidewalk / ADA improvements, beautification, transportation and <br />parking <br />#3: Parking Technology <br />Invest in multi -space meters that support pay -by -plate <br />Invest in pay -by -cell mobile parking application <br />The following Community Outreach occurred: <br />• Final Draft Plan & summary posted online <br />• Facebook video + social media + traditional media <br />8,862 "people reached" + 1,000 "engagements" since February 1, 2019 <br />• Postcards mailed to all downtown property owners, businesses, and residents <br />1,775 stakeholder contacts provided in FAQ Appendix <br />• 6 Parking Benefit District Info Sessions <br />Downtown Association, Main Street, Chamber <br />The items identified by the outreach include: <br />Benefit Districts, Technology, Flexibility, Enforcement, and Employee Parking <br />Council Consensus is to allow the Parking Advisory Board to begin work and <br />bring back a recommendation to Council regarding on -street paid parking and <br />employee parking in the downtown area along with other items they have been <br />charged with. <br />EXECUTIVE SESSION <br />2. Executive Session in accordance with the following Local Government Code Sections: <br />A. Section § 551.074 - Personnel Matters: Discuss and review Appointee Review <br />Process for the City Manager, City Attorney, and City Clerk <br />B. Section § 551.071 - Consultation with Attorney: to receive a staff briefing and <br />deliberate regarding Martindale ETJ matters and regarding the creation of Hays County <br />City of San Marcos page 2 <br />
