City Council Meeting Minutes January 15, 2019 <br />children in our school district and future wages for our citizens. I encourage to <br />go back and listener to John's comments. <br />If you live in the San Marcos area, flooding is something that always needs to <br />be discussed. Our neighborhood of Country Glen is prone to flooding due to <br />run off, not from development but saturated pastures and degradation, over <br />time, to drainage channels that have become flat. If Katerra is annexed into <br />the city of San Marcos the project will be required to follow the guidelines that <br />our city has put in place to mitigate runoff. The fields above our neighborhood <br />have none, it just flows down hill and goes where it desires. Proper planning <br />from our city staff will ensure proper runoff for this site. <br />I apologize for not being able to speak directly with you this evening due to a <br />planned trip to North Texas. There are many positives for this project that will <br />directly benefit our community and I urge you to consider your approval for <br />the Katerra project." <br />Brandon James, new resident in the area and in his former residence he served <br />on the Planning and Zoning Commission. His concerns are in regard to the <br />flood plain maps. Runoff will be changed due to this development and when <br />you make a zoning change it is forever. He does not doubt Katerra's success, <br />but what happens if they leave will there be more heavily industrial than what <br />is currently proposed? He thanked the Council for their service. <br />M.J. Vandevere, concerned about this SMART Terminal project because she is <br />just hearing about this. She mentioned that she welcomes big business it is <br />good for all of us. She is concerned about traffic and it will only get worse. <br />There are so many trucks on Hwy 21 and she is concerned about the increased <br />traffic this project will produce. Our kids have to bear what we do, is it worth <br />it to destroy our water, traffic, and environment. She stated that accidents do <br />happen even if not intentional. <br />Deb Smith, spoke about her concerns about the location of the SMART <br />Terminal. She stated we must be concerned with all the residents that live near <br />this proposed development. The Air and water are so important. She asked <br />what happened to the plans regarding the Riverine Project. She stated the <br />worst problem will be traffic and she encourages Council to slow down and <br />have control of the next developments. The children and our citizens deserve it. <br />Mary Beth Harper, lives adjacent to this property on Hwy 80 and she <br />expressed her concerns regarding the approval of the development agreement <br />City of San Marcos Page 10 <br />
