MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, MARCH 26, 2001 PRESENT: Mayor David Chiu Mayor Pro-Tern Deputy Mayor Pro-Tem Council Members * Earl Moseley, Jr. Louis Doiron, Jr. Jane Hughson Joe B. Cox, Jr. Paul Mayhew Martha Castex Tatum City Manager Deputy City Manager City Clerk City Attorney Director of Human Resources Director of Planning and Dev. Servs. Larry Gilley Laura Huffman Janis K. Womack Mark Taylor Carolyn Liner Ron Patterson Also Present: Terry Morgan, Will Thompson, Dan Praver, Kevin Brumley, Fraye Stokes, Bill DeSoto, John Thomaides, Carol Coughlin, Murlin Evans, Diana Finlay and others. Mayor Chiu called the meeting to order at 5:30 p.m. Mayor Chiu introduced a discussion regarding the Planning and Zoning Commission appointment process. Mayor Chiu read into the record a proposed process for the Council to consider using for the interview process. The Council discussed the process that would be used and determined to use the same questions with each interviewee, and which Council Member would ask each quegtion. Mayor Chiu introduced an Executive Session pursuant to the Government Code, Section 551.071, to seek the City Attorney's advice regarding pending litigation (Gary vs. City of San Marcos), and Section 551.074, to discuss the appointment of public officers (Planning and Zoning Commission). Ms. Hughson moved to adjourn into Executive Session at 5:54 p.m. and Ms. Tatum seconded the motion, which passed unanimously. Mr. Doiron moved to reconvene at 7:12 p.m.ànd Mr. Moseley seconded the motion, which passed unanimously. * Mr. Moseley present at 5:39 p.m.
