RESOLUTION 2019-90R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS APPROVING AN INTERLOCAL AGREEMENT <br />WITH THE CAPITAL AREA METROPOLITAN PLANNING <br />ORGANIZATION RELATING TO A PLATINUM PLANNING STUDY TO <br />ENHANCE MULTIMODAL TRANPORTATION IN THE CITY OF SAN <br />MARCOS AND CAPITAL AREA; AUTHORIZING THE MAYOR TO <br />EXECUTE THE AGREEMENT ON BEHALF OF THE CITY; AND <br />DECLARING AN EFFECTIVE DATE. <br />RECITALS: <br />1. The Capital Area Metropolitan Planning Organization's (CAMPO) <br />Platinum Planning Program seeks to generate comprehensive and detailed multimodal <br />planning at the local level that will generate regionally significant benefits through <br />projects and policies. <br />2. The City of San Marcos is a rapidly growing community about 30 miles <br />south of Austin that is seeking to manage its growth challenges by creating environments <br />that promote multiple travel options, enhance economic development and housing options <br />near high-quality transportation investments, and position its urban core to become a <br />premier center for the City of San Marcos and the Capital Area region. <br />3. The City of San Marcos wishes to partner with CAMPO to complete a <br />study of the Downtown/Midtown core and the following corridors: Guadalupe Street <br />between University Drive and FM -110, Hopkins Street starting near the downtown <br />square and ending near SH -21 east of the City, and a north/south connector from SH -80 <br />to IH -35 at Posey Road, in accordance with CAMPO's Platinum Planning Program, to <br />address the potential uses of this corridor, and recommend projects and implementation <br />plans that enhance multimodal transportation, safety, mobility and connectively, enhance <br />economic development potential, and establishes the area as a premier center for the City <br />of San Marcos and the Capital Area. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br />PART 1. The attached interlocal agreement between the City of San Marcos and the <br />Capital Area Metropolitan Planning Organization is approved. <br />PART 2. The Mayor is authorized to execute the agreement on behalf of the City. <br />PART 3. This resolution shall be in full force and effect immediately from and after <br />its passage. <br />ADOPTED on May 21, 2019. <br />
