70. Regular Meeting March 5, 2001 Page 7 not part of the budget of the Youth Council. Mr. Moseley stated the City may wish to budget funding for this event in our City budget. Mr. Corbin stated they would like to host the Summit every two years. Mr. Moseley stated the Youth Council should prepare a budget for this funding. The Council then voted unanimously to approve this funding. Mayor Chiu introduced the City Manager's Report. at this meeting. Mr. Gilley had no report Mayor Chiu introduced the City Attorney's Report. report at this meeting. Mr. Taylor had no Mayor Chiu introduced the City Council's Report. (1) Mr. Doiron advised the Council the Sesquicentennial Picnic was postponed and will be rescheduled for July 4ili. (2) Mr. Cox asked if the Council wanted to agendize adoption of the Resolution regarding the Clean Air Force for March 26 and to contact Mr. Thompson to be present at the meeting. It was consensus to schedule the Resolution. (3) Mr. Mayhew stated the Relay for Life fundraising event is coming up and he is supportive of that. He indicated last year there were complaints from the surrounding neighborhoods from the noise. Mr. Gilley stated he has already met with organizers and hopes things will go more smoothly this year. Mayor Chiu introduced an Executive Session pursuant to the Government Code, Section 551.074, to discuss the appointment of public officers (process for appointment of Planning and Zoning Commission Members). The Council discussed this matter publicly earlier in the meeting and did not hold this Executive Session. Mayor Chiu introduced for consideration Item 16, adoption of Ordinance on third and final reading, tabled earlier in the meeting, the caption which reads as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING ARTICLE 2 OF CHAPTER 74 OF THE CITY CODE TO ADD A NEW DIVISION 4 REGARDING OBSTRUCTIONS IN ALLEYS; PROVIDING FOR PENALTIES; AND INCLUDING PROCEDURAL PROVISIONS. Mr. Doiron moved the Council remove this matter from the table and for adoption of the Ordinance on third and final reading with amendments to Section 74.103 to add a new Section (c) (1), (2) and (3) and Section (d) and Mr. Moseley seconded the motion, which passed unanimously. Mr. Taylor advised the Director of Public Works has to determine the alley boundaries and would have to get a surveyor and there would be an expense involved. The meeting adjourned at 8:27 p.m. on motion made by Mr. Doiron and seconded by Mr. Moseley.
