RESOLUTION NO. 2019-103R <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS, TEXAS APPROVING A FEE POLICY THAT <br />INCORPORATES A COST RECOVERY METHODOLOGY; AND <br />DECLARING AN EFFECTIVE DATE. <br />RECITALS: <br />1. The City of San Marcos is dedicated to providing quality services, fostering <br />healthy lifestyles and helping members of its community to thrive. <br />2. Setting the fees for programs and services provided to the public can be <br />enhanced with the creation of a structured financial system that takes into <br />consideration the benefit to the public, the user's ability to pay, the level of <br />benefit and exclusivity the user receives above what a general taxpayer <br />receives. <br />3. The City Council desires to establish a Fee Policy that includes a cost <br />recovery methodology to establish a long-term strategy to address current and <br />future needs of the San Marcos community. <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS: <br />PART 1. The Fee Policy attached to this resolution is hereby approved. <br />PART 2.
