SAN MAKCOS <br />City of San Marcos CDBG-DR Program <br />Action Plan <br />Q <br />Substantial Amendment #8 <br />Public Notice <br />During the comment period, requests for comments to Substantial Amendment No. 8 to the <br />CDBG-DR Action Plan were requested from the public via the following methods: <br />A legal notice in Spanish and a legal notice in English requesting comments to <br />Substantial Amendment No. 8 to the CDBG-DR Action Plan were posted to the <br />www.smtxfloodrecovery.com website May 5, 2019. <br />A legal notice in Spanish and a legal notice in English requesting comments to <br />Substantial Amendment No. 8 to the CDBG-DR Action Plan were published in the San <br />Marcos Daily Record newspaper May 5, 2019. <br />Public Hearing <br />Two public hearings were conducted: <br />(1) A public hearing was held at a Community Meeting held May 8, 2019 at the San Marcos <br />Activity Center, 501 East Hopkins Street, San Marcos, Texas. _ <br />(2) A public hearing was held May 23, 2019 at 10:00 am during the Fish Hatchery Building, <br />San Marcos to address comments concerning Substantial Amendment No. 8 to the <br />CDBG-DR Action Plan. <br />(3) A public hearing was held June 4, 2019 during the City Council meeting to address the <br />concerning Substantial Amendment No. 8 to the CDBG-DR Action Plan. <br />Content being added, changed, or amended by this document: <br />The City of San Marcos was awarded $33,794,000 to address the impact of the floods of 2015. <br />Due to changes in activity and project budgets, Substantial Amendment No. 8 to the Community <br />Development Block Grant — Disaster Recovery Action Plan proposes to reallocate funds between <br />activities and budgets. Only four applications were received for the Rental Rehab/Reconstruction <br />Housing Activity and all four were ineligible. We are requesting to reallocate the funds to two <br />activities as noted below because projected funds necessary to complete the activities has <br />increased. After completion of detailed modeling in conjunction with the other infrastructure <br />activities, it was found that the Clarewod/Barbara Activity does not reduce flooding in a significant <br />amount to justify expended the remaining funds. We are requesting to terminate this activity and <br />reallocate the remaining funds to the Blanco Gardens activity. Due to refined design, the budgets <br />of Uhand Road are over budget. We are requesting to reallocate funds from the Planning Activity <br />to the Uhland Road Activity. The Blanco Riverine Activity has been reduced by $1,585,907 based <br />on the submission of an application of funding through FEMA Hazard Mitigation. The City Council <br />requested a Single Family Owner Occupied Reimbursement activity be added to the CDBG-DR <br />Action Plan. <br />• Reallocate $1,000,000 of Rental Rehab/Reconstruction Housing Activity funds to <br />a new Single l"aimiiillly Owneir-O cull hied Housing IlRdiimllh uurseirrienll Activity. <br />• Review possible funding sources for $1,659,013 shortfall in the following <br />activities: <br />o Midtown/Aquarena Springs Activity $850,000 <br />o Blanco Gardens Activity $809,013 <br />
