<br /> O HABITAT CONSERVATION PLAN
<br /> The Habitat Conservation Plan (HCP)is the culmination of a decades-
<br /> long conversation on how to best protect the endangered species of the
<br /> San Marcos and Comal Rivers and their associated springs.The HCP has
<br /> five signatories including the City of San Marcos,Texas State University,
<br /> the Edwards Aquifer Authority,the San Antonio Water System, and the
<br /> City of New Braunfels.All of the City of San Marcos is located within a
<br /> designated protection area.
<br /> The Fish and Wildlife Service approved the HCP and Environmental
<br /> Impact Statement(EIS)in February 2013; notice was published in the
<br /> Federal Register soon thereafter.An incidental take permit was included
<br /> as part of the approval.
<br /> The Habitat Conservation Plan involves the following components in San
<br /> Marcos:
<br /> • Bank stabilization
<br /> • Constructing river access areas
<br /> • Planting native plants in and along the river as well as throughout
<br /> the San Marcos River watershed
<br /> • Invasive species removal
<br /> • Water quality protection
