;air_ <br /> Potential Funding Sources <br /> Since funding is the overarching prerequisite necessary to implement <br /> any of the recommended actions,this Plan identifies a series of potential <br /> funding sources which may be helpful in achieving the recommended <br /> action items in the most cost effective manner possible. Due to potential <br /> limitations of funding, it is recommended to pursue outside sources <br /> whenever possible. Outside sources include grants, partnerships with <br /> public agencies(e.g.,San Marcos CISD,the Greater San Marcos Partnership, <br /> etc.),and partnerships with private entities. <br /> CITY GENERATED FUNDING SOURCES <br /> General fund expenditures(i.e., non-capital expenditures)are primarily <br /> used for improvements or repairs to existing parks and facilities.Typical <br /> general fund expenditures are for smaller repair and replacement efforts. <br /> These include the following: <br /> • General fund expenditures <br /> • Municipal bonds <br /> • Tax Increment Financing/Public Improvement Districts <br /> • Electric utility partnerships <br /> • Half cent sales tax funds <br /> • Park donation funds <br /> • Park improvement fee funds <br /> • Cash in lieu of conveyance of land <br /> • Utility bill contributions <br /> • Tree restoration funds <br /> GOVERNMENT GRANT SOURCES <br /> Grants are non-repayable funds or products disbursed or gifted by a <br /> grantee(e.g.,a government agency or department, business or corporation, <br /> foundation or trust)to a recipient(e.g.,a nonprofit entity,educational <br /> institution, business or an individual).Typically,these grants are for a <br /> particular project and may or may not come with special requirements.A <br /> comprehensive list of available grant opportunities is available in Appendix <br /> B, Potential Funding Opportunities.
