Mayor Chiu called the meeting to order at 7:00 p.m. Mayor Chiu introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, SETTING THE TAX RATE FOR THE 2001 TAX YEAR; LEVYING TAXES FOR THE USE AND SUPPORT OF THE MUNICIPAL GOVERNMENT OF THE CITY FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2001, AND ENDING SEPTEMBER 30, 2002; PROVIDING A SINKING FUND FOR THE RETIREMENT OF THE BONDED DEBT OF THE CITY; AND INCLUDING PROCEDURAL PROVISIONS. Mayor Chiu stated the budget was reduced from a 5 cent increase to a 2-1/2 cent increase. The Council has held Budget Workshops, has held a public hearing on the budget, and asked the Council to support the Staff with the reduced budget. Mayor Chiu stated Council's role is to set policy and the
