Green understood the City's need to grow, but thinks the City <br />Council should consider the needs of the individuals that live within the <br />proposed annexation area. Rep. Green has supported bills that strengthen <br />property rights. (2) Donald Smith stated he has provided written comments <br />to the Council and would like to make additional oral comments. He stated <br />this process has been in favor of the City. He stated many of the <br />services they already have. He stated there has been vague information <br />provided as to what the cost would be and when services would occur. (a) <br />Wayne Holland asked why all these communities are being annexed. He <br />wanted an explanation and stated New Braunfels is proposing the same thing <br />in their area. He stated the City cannot provide all the services <br />discussed and sewers at one time. (b) June Holland asked if they were not <br />being rushed into the annexation, they could petition their neighborhood. <br />Mr. Taylor stated one effect of petitions is to trigger the requirement <br />for one of the public hearings to be held on the site of the proposed <br />annexation, and the City chose to hold one public hearing on-site prior to <br />being petitioned to do so. (c) Mr. James Smith advised a petition was <br />presented at the first session from a portion of the proposed annexation <br />area. Mr. Smith referenced Mr. Mooney's letter from the Council of <br />Neighborhood Associations being in support of this area being annexed and <br />the need for the new fire station to be equipped and staffed. Mr. Smith <br />then stated the fire station was placed to support the malls and <br />businesses along IH35. (3) Bobby E. McCoy stated he was present to voice <br />complaints. He stated the City is supposed to provide an implementation <br />plan regarding services. He stated presently the City is short handed in <br />the wastewater department, nothing has been done to alleviate the <br />congestion from the railroad crossings through town, there are still too <br />many trucks on Hopkins, and no loop has been built. Mr. McCoy then asked <br />what is the City going to do for him. (4) James Johnson stated he lives <br />on Willow Creek Circle and is opposed to this annexation. He stated the <br />City should honor the voice of the people involved. He asked what <br />services would be provided, what date those services will be implemented, <br />which services will they be taxed for, and what monthly expenses will they <br />be billed. Mr. Johnson stated he is happy with his present services. He <br />currently has police and fire protection, curbs and street lights. Mr. <br />Johnson stated he cannot complete his thoughts in two minutes and will <br />write his comments. (5) Billy McNabb stated he is a lawyer in San Marcos <br />residing in Quarry Springs. He stated they do not want wastewater service <br />because their septic tanks work fine. He stated it will cost to connect <br />to the sewage line and wanted to know how long the City will grandfather <br />the requirement to connect. He stated he has not heard answers provided <br />to address the opposition in this matter. (6) Bobby Whiteside stated he <br />has lived in this area for 31 years and has never had any trouble with his <br />septic tank. He stated he spends his money in San Marcos and is retired <br />and now on a fixed income. He feels this area should have been given more <br />notice if the City was contemplating annexation. (7) Robert Vance stated <br />Stagecoach Road is blocked twice a day because of Hernandez School. He <br />states this was a faulty design and knows of no plans to correct the <br />traffic problems. He wanted to know why it was so poorly designed, and <br />when will it be fixed. He stated there are weeds by the Hernandez School <br />
