<br />91. <br />Regular Meeting <br /> <br />October 22, 2001 <br /> <br />Page 6 <br /> <br />Mayor Chiu introduced for consideration approval of an Ordinance on first <br />reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION 82.067 OF THE <br />SAN MARCOS CITY CODE BY THE ADDITION OF A CONSTRUCTION SPEED LIMIT ON <br />DETOUR ROUTES BETWEEN PROSPECT AND HOPKINS; INCLUDING PROCEDURAL <br />PROVISIONS; AND PROVIDING FOR PENALTIES. <br /> <br />Ms. Hughson moved for adoption of the Ordinance on emergency and Mr. <br />Mayhew seconded the motion. Mr. Mayhew stated what reduction in speed <br />limit is needed regarding Mr. VonderLippe's comments earlier in the <br />meeting. Ms. Hughson stated this is a safety issue. Mr. Mihalkanin <br />stated 30 miles per hour is not posted and he thinks Highland and Nichols <br />need to have slower speed limits also. Mr. Mayhew stated he thought the <br />speed limit in the entire detour area needed to be reduced. Mr. Taylor <br />stated these additional streets could be brought back to the Council on <br />emergency at the next meeting. Ms. Hughson stated Schulle and Holland <br />needed to be added also. Mr. Mihalkanin moved to amend the Ordinance to <br />reduce the speed limit from 25 to 20 miles per hour and Mr. Mayhew <br />seconded the motion. Mr. Montoya stated between Prospect and Clara, it is <br />narrow. Ms. Anderson stated if needed, they could implement a one-way <br />detour. Mr. Taylor advised the Council the Code allows the City Engineer <br />to implement temporary speed limits for no more than ninety days, and so <br />this could be done even before it is brought back to the Council for <br />consideration on emergency. The Council voted unanimously in favor of the <br />amendment. The Council then voted unanimously for adoption of the <br />Ordinance on emergency. <br /> <br />Mayor Chiu introduced for consideration approval of an Ordinance on first <br />reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE CITY'S 2001-2002 BUDGET TO PROVIDE FUNDING FOR <br />RELOCATION OF WATER LINES AND FIRE HYDRANTS NEAR THE CRADDOCK <br />AVENUE/BISHOP STREET INTERSECTION; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Mayhew moved for approval of the Ordinance on first reading and Ms. <br />Tatum seconded the motion, which passed unanimously. <br /> <br />Mayor Chiu introduced for consideration reconsideration of a Zoning <br />Ordinance. The Council did not wish to reconsider this Ordinance. The <br />caption of the Ordinance reads as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 7.43 ACRE <br />TRACT OF PROPERTY LOCATED IN THE 100 BLOCK OF SUNCREST LANE, FROM "R- <br />1" (SINGLE-FAMILY DWELLING DISTRICT [LOW DENSITY]) TO "LB" (LIMITED <br />BUSINESS DISTRICT); INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING <br />FOR PENALTIES. <br />
